He did, technically, at least have a hand in it.But it wasn't intentional. Throughout the last book, Katniss is bothered that Gale seems to be getting closer to Coin and the district 13 higher ups. He also helped engineer the bombs that ended up killing Prim during the final battle.
Before the Capitol battle, Gale had explained to Katniss his series of bombs designed to feed off human compassion: a small bomb would go off, and then when medical aid rushed in, a second bomb would go off, killing those people as well. Incidentally, it's this exact type of bomb that took Prim's life.
In the end, it is Gale's conviction in the necessity of sacrifice pitted against Katniss' moral incoherence that truly severs any relationship they had or could ever have. Primrose, Katniss' sister, is killed by a firebomb that may have been designed by Gale.
Using knowledge from the movie and the books, let's break down how The Hunger Games ends. Coin killed Prim to destroy Katniss because, as Boggs (Mahershala Ali) explains before his death, Katniss is her biggest threat to maintaining her power over Panem because of the influence Katniss has over the people.
It's my opinion that as soon as the eulogy was filmed, Coin signed the order to send Prim to the Capitol to get her out of the way as well, thinking that if the Mockingjay was dead, she didn't want Prim around to inherit the Mockingjay mantle and become a new rallying point.
Prim hears Katniss and turns to see her running towards her. As Katniss gets nearer to the barricade, a second wave of bombs go off, sending Katniss hurtling through the air and killing many more children, including Prim. The last word from Prim in the novel before she died was "Katniss".
Gale didn't mean for his bombs to murder innocent children but that doesn't matter because he was willing to do anything to win the war and the includes the mass murder of children. It's important that Gale's bombs killed Prim because it shows that there are consequences to praying on human kindness.
Katniss saw that Coin was already showing signs of being as ruthless as Snow, which could be dangerous for the future of Panem. Coin was willing to sacrifice children to turn the Capitol against Snow and make herself look like the hero who swooped in to save Panem.
Despite being demented and megalomaniacal, Snow is also honest, and clings to his agreement with Katniss that they do not lie to one another, even if she doesn't. This also leads him to laugh mockingly when he is being executed, entertained by the sheer irony of the situation.
Coins plan was always for the bombs to go off and kill the capital children, Prim included. But Gale had no idea that Prim would fall victim. Katniss feels betrayed bc 1) Prim was killed as a direct result of the bombs he made. And 2) Gale demonstrated a blood lust that was just beyond the point of forgiveness.
Although Effie survived the rebellion, she is traumatized by what she has gone through, resulting in the character being given a melancholy ending. Whilst she and Haymitch shared some flirtatious interactions earlier in the books, there's no actual hint of romance between the pair in Mockingjay's book.
Katniss was stuck between her feelings for Gale and Peeta in The Hunger Games, but the books proved who she was always meant to end up with. Like many literary love triangles, Katniss, Peeta, and Gale's situation sparked a fevered debate.

Even just her name, Primrose, was intentionally chosen by Collins to prove this, with the flower symbolising youth & kindness, but also ironically longevity and everlasting. This may be a nod to how although she is dead her legacy lives on through defeat of Coin.
Haymitch Abernathy, the mentor for Katniss and Peeta in The Hunger Games, won his own Hunger Games through smart tactics and outsmarting his opponents. Winning the Hunger Games came at a great cost for Haymitch, as President Snow ordered the death of his family and girlfriend as punishment for his rebellion.
Snow's laughter when Katniss kills Coin hints at his enjoyment of the irony and the fact that he has momentarily escaped death. Katniss kills Coin because she sees through her facade and realizes she would be another dangerous leader who perpetuates evil.
However, she was slower to realize that the woman that had taken up the District revolution was more dangerous than she seemed. When President Snow told Katniss that it had been Coin who dropped bombs on Capitol children (and Prim), she finally understood—but there had been clues before this.
President Snow became evil because he's always been driven by the principle that, if a cause is just enough, then anything done in pursuit of it is justified. Unfortunately for the people of Panem, Snow believed the Capitol's dominance of the other districts was among the most just causes of all.

Though it's a little more complicated to tell without his internal dialogue in the Ballad of Songbirds and Snakes movie, the book reveals that Coriolanus legitimately believed that he was in love—especially when they were in District 12.
He chose Katniss because she was the stronger competitor, and to help her win he forced her to take advantage Peeta's romantic feelings for her. At the same time, however, he doesn't simply give up his fight against the Capitol, though a realist looking at the situation objectively might deem it hopeless.
It is likely that he is a relative of Hilarius Heavensbee. In the Mockingjay - Part 2, Plutarch appears to smile as he looks at Coin's dead body, suggesting that he approved of her death.
