The only explanation is that Prince Hans, the first time we see him, is a good guy, but somewhere in the course of the movie, the Trolls magically manipulated him into becoming a bad guy.
Like many villains, Hans is arrogant and power-hungry, visiting Arendelle in order to rule the kingdom by any means, revealing that his only desire is to become king, prepared to rid anyone necessary in any way he can for his quest for power, making him amongst Disney's more complex villains.
Hans, on the other hand, while being kind and friendly on the outside, is actually cruel and ruthless on the inside. Another thing to think of is that while both are Anna's love interest, Kristoff is the only one of the two who really loved her, while Hans only loved power and was using her.

Was it something that was on the table or that you had to mull over for this one, whether you would introduce a boyfriend or a girlfriend or what have you?

However, just as the two were about to kiss, Hans revealed that he never truly loved Anna and was using her as a tool to usurp Arendelle. Mocking her desperation for love and willingness to marry him, he explained his plot to kill Elsa following his marriage to Anna. Hans then locks Anna in the library to die.

Hans could have perfectly have kissed Anna, his kiss not working because it was just a crush and not true love, and then decided to kill Elsa as the only way to end the eternal winter curse that was menacing the lives of the whole kingdom. Considering this, Hans' villain twist comes out as unnecesary.
As he feigned grief over Anna's death, Hans sentenced Elsa to death for treason. As a blizzard formed around the castle, Hans went to see the dignitaries. Feigning sorrow, he announced that Anna was dead and that Elsa was responsible.
Hiding a secret behind his gloves, Hans fell to his pitiful demise. This little Disney symbol is also seen in every other character throughout this movie. Olaf never wears gloves and is always truthful. Kristoff wears gloves to hide his true feeling for Anna, until the kiss at the end.
