Harry Osborn first debuted as Venom in animation and is teased to appear in Spider-Man 2 as well. It's definitely odd, but Harry Osborn has never been Venom in the comics at all. While the mantle of Venom has been held by many, the heir of the Osborn empire has never bonded with the symbiote.
Because of the symbiote's influence on his personality, Peter refused to return the symbiote to Harry, even to save his best friend's life. Incensed, Harry extracted the symbiote from Peter and rebonds with it, transforming into Venom and wreaking havoc across New York City as Peter and Miles scrambled to stop him.
Harry then changes into Venom in front of Norman. Norman is surprised but then becomes proud of it. Before Venom can hurt him, Spider-Man arrives on his Spider-Cycle and throws it at Venom. Venom recovers fast and still tries to kill Norman but Spider-Man shoots webs around his arms to hold him back.
Harry takes on the Green Goblin persona and technology after his father's death, which he blames on Spider-Man and in turn Peter, and is influenced by hallucinations of his father to kill Peter, but sacrifices himself to save Peter, Mary Jane, and his son.
Speaking to Gizmodo, Arfmann explained the studio's motivation behind making Harry Osborn the new Venom. As it turns out, the biggest reason to make Harry into Venom is his longstanding friendship with Peter Parker, which makes their eventual rivalry more dramatic.

Did Venom ever bond with Harry?
The symbiote re-bonds to Harry, who is resentful that Peter initially kept the symbiote to himself due to its malevolent influence on him. Upon re-bonding with Harry, the symbiote transforms Harry into the monstrous Venom, who then kills Kraven the Hunter and creates symbiote nests around the city.
After 500 years, and the end of the age of superheroes, all human life has been extinguished and Eddie is finally beyond saving. Realizing it's time to let him go, Venom withdraws itself from Eddie's body, which crumbles to dust in Venom's arms.

To fix the damage done, he put on a performance-enhancing EXO-suit and stole a glider. Ultimately, Harry never cured himself, but the venom turned his disease into a weapon.
The battle raged on across the city until Spider-Man knocked him into a generator, which cut power to half the city and weakened the suit enough that it was vulnerable. Spider-Man knocked Venom into a large television screen, which blew the symbiote off of Harry.
After receiving a head wound, Eddie suffers amnesia. He is later separated from the symbiote, which is presumed killed by the government Overreach Committee. The symbiote survives and tracks down the amnesiac Brock, turning him into Venom again.
For this reason, Osborn used the symbiote on his son Harry, who was suffering from the incurable Oshtoran Syndrome, in hopes that they could stall the disease's progression long enough for treatment to be developed.
When Venom first bonded to Eddie Brock, it gave him specific knowledge gained when the symbiote was with Spider-Man. Eddie suddenly knew Peter Parker was Spider-Man, as well as the names of everyone close to Peter, such as Peter's then-wife, Mary-Jane Watson.

The villans are very poorly constructed, specially Harry Osborn, that was so well constructed at the previous trilogy. It's was kinda desappointing. Electro's motivation was also weak, maybe the movie tries to introduce to many characters at once.
A following incident with Spider-Man, led to the voices in his head manipulating him into believing he had been betrayed by Spider-Man, which enraged him and made him bent on defeating and killing his idol, becoming his arch-rival. He grows ruthless, arrogant and power hungry in his quest for revenge.
In a flashback, it is revealed that she got pregnant with Eddie's child after bonding to Venom. After giving birth to their son Dylan, she left him in the care of Carl Brock, with the promise that she would return eventually. She instead committed suicide, after which Carl raised Dylan.
Anne commented on it was nice, only misinterpreted by Eddie about their kiss, but she clarified that it was about the power as Eddie suggested. Anne would also promise Eddie to not tell Dan about their mutual kiss.
Basically, the symbiote didn't attempted to talk with Peter because it wanted to remain loyal and obedient like a servant. It didn't felt the need to talk to him, only to serve him.
