Endgame's version of the reunion was bittersweet in that Howard Stark had no idea he was talking to his son - but he clearly knows who Tony is here, and it may very well be Howard imparting one last bit of wisdom to his son from the world beyond.

During Tony's first conversation with Captain America since 2015's "Civil War," Tony gets very emotional and gets mad at Steve Rogers. He puts some blame on him for running away and not wanting to register as a superhero with the government to possibly prevent the Thanos snap in "Infinity War" from happening.
In Captain America: Civil War, Tony is distraught after finding out that Bucky killed his parents while he was operating as the Winter Soldier.
