There was no question that Katniss shared some romantic feelings for Gale during The Hunger Games franchise. Sadly, however, Katniss began to see Gale as a representation of war and anger as most of Panem's 13 Districts embarked on the Second Rebellion.
She understands that Gale is more than a friend to her but can't admit that she has romantic feelings toward him. She recalls their time in the woods, how she is a better hunter when he is there with her because she trusts him. They depend upon one another to survive and to provide for their families.
The relationship between Gale and Prim takes a morbid turn when the bomb that killed Prim resembles the ones Gale designed, raising suspicions of his involvement. Gale's potential romance with Prim's sister, Katniss, is ultimately severed as she cannot reconcile his ruthlessness and his potential role in Prim's death.

Does Gale truly love Katniss?
From the start of the Hunger Games story, it was clear that Gale had feelings for his best friend, Katniss. However, Katniss was never able to explore the romantic side of her life as she was too busy providing for her family and then winning the 74th Hunger Games with Peeta.
It later comes to light that the design of the bombs that killed Prim likely belonged to Gale. They looked like Capitol technology, yet that was exactly the purpose behind them; he created weapons that were meant to convince civilians that District 13 attacks were in fact perpetrated by the Capitol.
She is under an immense amount of pressure and has no time to worry about love interests, and Peeta gets that. He never demands that she choose between him and Gale, as he knows that she will make the decision when she is ready. He loves her, but he does so selflessly.
It implies that Katniss fell in love with Peeta during their second Games and only truly realized it once he was a prisoner of the Capitol. Thankfully, one moment provided clarity. When Peeta hit the electric fence and stopped breathing, Katniss was genuinely scared.
Even though the third part Suzanne Collins's Hunger Games trilogy, Mockingjay, was split in two, one scene was omitted from the films - the infamous sex scene between Peeta and Katniss at the end of the novel. There were, of course, hundreds of fans who wanted to see the pair do the dirty on screen.
She was only 13 years old when she was killed in The Hunger Games: Mockingjay, and her youth only makes the tragedy that much harder for Katniss to bear after everything else she had suffered. Prim's death is a truly heartbreaking moment.
Gale didn't mean for his bombs to murder innocent children but that doesn't matter because he was willing to do anything to win the war and the includes the mass murder of children. It's important that Gale's bombs killed Prim because it shows that there are consequences to praying on human kindness.
At the end of Mockingjay, Gale relocates to District 2 and begins working in the district's government. He helps train replacements for the Capitol's Peacekeepers. By this point, he knows that he and Katniss will never be together.
Katniss concludes that she needs Peeta, not Gale, to survive, because in the end, she and Gale are simply too alike. They are both full of fire, motivated largely by anger and vengefulness, and Katniss cannot maintain a sense of peace and self-worth as long as she is too exposed to that truth.
Gale and Katniss' kiss is representative of the ongoing struggle between them, including their trying to reconcile their past with their present. Gale remembers that the last time Katniss kissed him was after he'd been lashed by a Peacekeeper.
Why didn't Katniss shoot Gale when he was captured?
Despite previously agreeing to shoot Gale if he were in the enemy's grasp, Katniss can't bring herself to do so. Without Gale, Katniss continues on, more desperate than ever to kill Snow after all the horror and death he has caused.
After their last interview, in which the two continue to affect their romantic feelings for one another, Peeta comes to the realization Katniss has staged her love for him all along.
“Because… because…she came here with me.” In Chapter 9, as Caesar Flickerman interviews Peeta before the Games, Peeta reveals to Caesar and all of Panem that he's in love with Katniss. Peeta's revelation sets in motion the storyline of him and Katniss as ill-fated lovers that carries on throughout the Games.
Katniss briefly mentioned that a previous stroke could have caused Mags's garbled speech. However, post-traumatic stress disorder could have also caused her speech incapacity. Both Annie and Katniss suffered from PTSD, as many other Hunger Games victors did.
Answer and Explanation: Gale does not marry anyone in The Hunger Games. He and Katniss talk about running away together and starting a new life in the wilderness, but they never officially marry.
He did, technically, at least have a hand in it. But it wasn't intentional. Throughout the last book, Katniss is bothered that Gale seems to be getting closer to Coin and the district 13 higher ups. He also helped engineer the bombs that ended up killing Prim during the final battle.

Katniss saw that Coin was already showing signs of being as ruthless as Snow, which could be dangerous for the future of Panem. Coin was willing to sacrifice children to turn the Capitol against Snow and make herself look like the hero who swooped in to save Panem.
Prim's death was necessary for Katniss to see the true evil of Coin. This also allowed Katniss to hate Coin on a higher level and have a motive to kill her. Finnick's death was also necessary because he protected Katniss and the others of the Star Squad during the lizard mutt attack.
