Yes. In the movies: Legolas only speaks directly to Frodo once, saying "And my bow." He refills his quiver with Orc arrows (the work of Saruman's people), which were noted to be longer in the shaft than Orc arrows usually are. Yes and No. Pretty sure it isn't addressed in the LOTR movies, but he does run out of arrows in the Battle of the Five Armies and is forced to switch to his daggers.
Legolas doesn't really talk to anyone outside of Aragorn and eventually Gimli, and even then his words are minimal. As a 5,000 year old elf, he can't really relate to the problems and interactions that the “children” of the Fellowship (aka everyone except Gandalf) have.
The members have been sorted from Gandalf who had the most lines, to Legolas, who spoke even less than Boromir, even though the latter was only in one movie (and some extended scenes).
