What happens to Diana and Steve?
In the late 60s, Diana gave up her powers and cut her ties with the Amazons to stay with Steve, but he was killed off. In the mid 70s, he was brought back to life by Aphrodite and Wonder Woman's powers were restored. Steve was renamed Steve Howard. Then in 1978, he was killed off once again.
He soon came to understand Diana's true potential, and right before he selflessly yet seemingly sacrificed himself (to thwart Ares' plan and finally end the World War I for good), he passionately expressed his unwavering belief in Diana's ability to save the world, as well as his unwavering love for her.

So, what Wonder Woman 1984 tells us is that the Dreamstone has brought Steve back in a sketchy version of reincarnation. Steve's physical body may be lost to time, but his soul is not. As such, the Dreamstone pulled Steve's soul out of the afterlife and placed it inside the body of a random man.
