The Dursley family in Harry Potter is considered to have some of the worst characters in the story. They are prejudiced against the Wizarding World and anything abnormal. They behave horribly towards Harry, subjecting him to loathsome treatment such as starvation, neglect, and verbal abuse.
While they might have met a few of his basic needs, they were resentful about it the whole time. In a variety of ways, they were both neglectful and abusive. When reading back on the books, the things that the Dursleys do are pretty hard to swallow and completely unacceptable.
There is another critical piece of dialogue in Order of the Phoenix, that is definitive evidence that Uncle Vernon had hit Harry on more than one occasion—perhaps the only time that Harry let slip to Hermione just how awful things were for him at the Dursleys.

Did Petunia really hate Harry?
Petunia hated and was very much afraid of magic, and, indeed, anything out of the ordinary. She blindly doted on her son Dudley, but shunned Harry throughout his entire childhood because of his "peculiarities".
He and his gang often tormented Harry as well as other weaker and younger children in their neighbourhood and at school, taking after the example set by Dudley's parents. In 1995, he faced Dementors for the first time and was saved by Harry, after which he mellowed and became generally kinder to his cousin.
The two children of Dudley Dursley and his wife were Muggles. They were occasionally visited by their magical second cousins, the two sons and daughter of their father's cousin Harry Potter. It is unknown whether they knew of their cousins' magical heritage.
Even with the added context of the Harry Potter books, fans have been scratching their heads about Petunia's morality for years. She had done bad things, but the hints that she had cared for her sister (and even Harry, in a way) implied that she could have found some redemption.

Were the Dursleys abusive because Harry was a Horcrux?
A popular Harry Potter theory claims that Vernon and Petunia Dursley were bad because of prolonged exposure to Voldemort's Horcrux, but details throughout the series prove this false. The Dursleys resented their nephew's magical ability and treated Harry horribly as a result.
Pretty badly. The Dursleys were immature, dysfunctional magicphobes who not only neglected and physically and verbally abused Harry, but they essentially forced him into an almost-parent role of cleaning up after them and putting up with their tantrums for ten years.
Petunia never showed any love and affection at all towards Harry because he reminded her of Lily and the wizarding world. She treated him as a waste of space, giving him the cupboard under the stairs at first and making him do all the chores. She, along with Vernon, ignored most of Harry's birthdays.
Vernon does treat Harry badly but it's better than many people think. The idea that he often beats him is fanon. Harry does not seem to be physically afraid of Vernon, even as a child.
To protect Harry and hone him into such a form, Dumbledore likely saw the Dursleys as a necessary evil to shelter Harry long enough for him to become powerful enough to fight the Dark Wizard.
Petunia learned that Lily died by a note and a baby on her doorstep. How incredibly cruel of Dumbledore. The sisters may have been estranged, but they were still sisters. Dumbledore also dumped a baby on her without asking if it was okay, and then seemed to blackmail her into keeping Harry.
Skip forward eleven years, and it transpired that Vernon didn't handle that situation very well at all – with his unwanted nephew, Harry, confined to a cupboard under the stairs, and always on the end of a torrent of abuse from his uncle, while his cousin Dudley was lauded with praise for being a puerile bully.
After the end of the Second Wizarding War, Cho later married a Muggle individual. She most likely kept her D.A. coin, as a badge of honour, as did other D.A. members. It can be assumed that she attended the 2014 reunion of Dumbledore's Army.
Dudley grew up, got married, had two children. His wife and children were both Muggles. The gender of the two children hasn't been revealed by Rowling.
His last words in the movie are, "I still don't understand why we have to leave." But he also has a deleted film scene where he has a final conversation with Harry, and his last line is, "I don't think you're a waste of space." In the final book, Dudley's last line is simply, "See you, Harry."
Dudley was born around June 23, 1980, about five weeks before his cousin Harry Potter. He was the son of Vernon Dursley and Petunia Dursley, and the nephew of Marge Dursley and Lily Potter. On November 1, 1981, Dudley had a tantrum when Vernon was going to work.
After the death of Voldemort, Order of the Phoenix brought back Dursleys from their protection to their original home in Privet Drive. Harry never went back to Privet Drive after his 17th b'day. He married Ginny, got employed as an Auror, promoted to the Auror head eventually and lived with his children.
