Panem is a sovereign nuclear state and democratic constitutional republic established sometime after a series of ecological disasters and a global conflict brought about the collapse of modern civilization. It is situated in North America, consisting of a federal district, the Capitol, and thirteen outlying districts.
The name of Katniss' country in The Hunger Games comes from the old Latin phrase "panem et circenses," which translates to "bread and circuses." This describes a government tactic in which the citizens are provided with free food and entertainment.

The Hunger Games districts introduced in books and movies make up the dystopian nation of Panem. Each district was responsible for a different segment of Panem's economy, and, together, they kept the post-apocalyptic world habitable. There were 12 distinct districts within Panem.
In Mockingjay P1, when Coin gathers D13 to announce the tributes full pardon, Katniss observes that there's hardly any children in the district. Prim explains there was an epidemic that killed most of them.

If you think about it, Panem has a very similar structure to North Korea. No-one is allowed to leave or have free will, there is a lot of propaganda, and if you break a rule or do anything bad to the government, you get severely punished.
Also note this is a post-apocalyptic story, which means dealing with a massively reduced population by default. Even if we are generous and say the population of the US was only reduced by 50%, that would mean that Panem's military would only barely top 1 million (US military is about 2.2 million).
