Both him and Neville were the Chosen One according to the prophecy he heard. But he specifically chose Harry in the end. Likely because he already did Neville's parents in at the time and didn't see him as a threat. Er, Harry is the Chosen One because he was chosen by Voldemort.

How did Voldemort know Harry was the chosen one?
Indeed, Harry was the "The Chosen One" because Voldemort chose to believe that the prophecy was talking about Harry, the half-blood like himself and thus his equal. Harry survived the Killing Curse because his mother sacrificed her life for him and gave him a protection from Voldemort until he comes of age (at 17).
