Rue's dad doesn't start a riot in District 11 after his daughter's death. Haymitch doesn't convince the Game Maker to change the solo victor rule. The film annexes the briefly mentioned characters Madge Undersee, Mayor Undersee, Greasy Sae, and Venia.
Rue reminds Katniss very much of her sister, Prim. Katniss acts as the primary protector of Rue once the two become allies. In this sense, she continues the role that she formerly played with her sister, Prim. Katniss and Rue share food, supplies, and stories about their lives.

Charlotte Sparke Honestly there is no cannon for either Marvel or Rue and personally I believe they just wanted the moment to be a sacred and special moment in the movie. It shows the death of Katniss's ally and only friend in the arena. Adding a cannon would have ruined the muse of the scene.
Katniss searches for Rue, and when she hears the mockingjays singing Rue's song, she knows that Rue is nearby and has been singing recently. Katniss sings the song back to the birds and they respond. During The Hunger Games: Catching Fire, the three-fingered salute is still used as a gesture of goodbye, but also comes to represent the anger and grief people feel toward the Capitol at taking their children to be killed. The people of District 11 use the salute in response to Katniss' speech remembering Rue.
To the knowledge of Panem's citizens, District 13 was completely destroyed by the Capitol during the First Rebellion, and it remained inhabitable during the events of the main series. At least, that's what they were led to believe. As revealed in Catching Fire, District 13 was very much up and running.
