Is Katniss related to Lucy Gray?
The Hunger Games franchise has never confirmed that Lucy Gray and Katniss are related, despite speculation. The ending of The Ballad of Songbirds and Snakes leaves open the possibility that Lucy Gray and Katniss are related.

Over the years, possibly to deal with the pain caused by her cousin's sadistic rise to power, Tigris tattooed and surgically altered her appearance so much that she looked more feline than human.
While they were walking away from District 12 making their escape, Coriolanus made a comment about having killed three people. Tigris may have chosen to have her surgeries to prevent Snow from seeing her as desirable, potentially to stop him from exploiting her. Katniss assumed Tigris' transformation was voluntary, but it's more likely that Snow was responsible for her surgeries, leading to her hatred of him in The Hunger Games.
Still, Snow smiling when Katniss killed Coin might be because he saw something of Lucy in Katniss. He might even be amused that the cycle of violence and rebellion finally coming to a close.

It is heavily implied that he marries Olivia Cardo. She was one of the top performers at the Academy. and was one of the first mentors in the game. to a male tribute from district ones.
