She was only 13 years old when she was killed in The Hunger Games: Mockingjay, and her youth only makes the tragedy that much harder for Katniss to bear after everything else she had suffered. Prim's death is a truly heartbreaking moment.
Katniss, meanwhile, is four years older and very protective of Prim, and so without hesitation she volunteers to take her sister's place. Moreover, she has years of experience hunting (and therefore killing) and is far less sensitive than her sister, making her more likely to survive the ordeal of the Games.

Who dropped the bomb that killed Prim?
Before the Capitol battle, Gale had explained to Katniss his series of bombs designed to feed off human compassion: a small bomb would go off, and then when medical aid rushed in, a second bomb would go off, killing those people as well. Incidentally, it's this exact type of bomb that took Prim's life.
It later comes to light that the design of the bombs that killed Prim likely belonged to Gale. They looked like Capitol technology, yet that was exactly the purpose behind them; he created weapons that were meant to convince civilians that District 13 attacks were in fact perpetrated by the Capitol.
Katniss saw that Coin was already showing signs of being as ruthless as Snow, which could be dangerous for the future of Panem. Coin was willing to sacrifice children to turn the Capitol against Snow and make herself look like the hero who swooped in to save Panem.
In the end, it is Gale's conviction in the necessity of sacrifice pitted against Katniss' moral incoherence that truly severs any relationship they had or could ever have. Primrose, Katniss' sister, is killed by a firebomb that may have been designed by Gale.
Even just her name, Primrose, was intentionally chosen by Collins to prove this, with the flower symbolising youth & kindness, but also ironically longevity and everlasting. This may be a nod to how although she is dead her legacy lives on through defeat of Coin.

So instead of shooting Snow, she turned her single arrow from Snow to President Coin and shot her instead, partly to avenge Prim's death. President Coin fell off the balcony as the people looked on in fear and horror. It is possible that she didn't die from the arrow, but from the fall itself.
Coins plan was always for the bombs to go off and kill the capital children, Prim included. But Gale had no idea that Prim would fall victim. Katniss feels betrayed bc 1) Prim was killed as a direct result of the bombs he made. And 2) Gale demonstrated a blood lust that was just beyond the point of forgiveness.
Question: how exactly did Gale betray Katniss in Mockingjay part 2? He never did. Gale devised a specifically vile way to attack enemies (that is, Capitol fighters) with BeeTee, and that way was a two stages bombing: first, a bomb goes off, then, when helpers rush in, another bomb goes off and kills them as well.
His snarky comments about Peeta Mellark — the other boy vying for Katniss' affection — and his quick acceptance of the brutality of war make him a dangerous and even unlikable character at times. Katniss ends up with Peeta in the end, likely because of Gale's bad attitude and apparent disregard for human life.
