Their relationship was all friends. They trusted each other, but that doesn't mean they had romantic feelings for each other. Plus, Cinna's too old for Katniss.
While Haymitch and Katniss had to figure out their relationship, Cinna and Katniss understood and loved each other from the start. It's clear that Katniss felt comfortable around Cinna and that she cared for him deeply, and he also cared a lot about her.
Eventually, Katniss Everdeen and Peeta Mellark end up together, but it's not entirely clear how she truly feels about him. Many have put Katniss and Peeta's relationship into question and, notably, Katniss was caught in a love triangle throughout The Hunger Games saga.

Later, the two learn President Snow considered their actions to be an act of rebellion against the Capitol. After their last interview, in which the two continue to affect their romantic feelings for one another, Peeta comes to the realization Katniss has staged her love for him all along.
However, Peeta desperately wanted children, and approximately fifteen years after the end of the Second Rebellion, Katniss eventually agreed and she got pregnant legitimately.
Katniss Everdeen: As an evil, ruthless, and calculating dictator, Snow doesn't have many close relationships in The Hunger Games trilogy. His most important relationship is with Katniss, and it's one that's marked by hatred on both their parts, though they swear to always tell each other the truth.
Throughout both installments of The Hunger Games: Mockingjay, it was revealed that Peeta was physically and mentally tortured by the Capitol. They used tracker jacker venom to distort his memories to turn him against Katniss.
It's only implied that they get it on via snuggling and other affectionate acts in close quarters — but if you have read the book, they really imply that they took their relationship to the next level.
Gale was responsible for creating weapons that would trigger a second wave of bombs to target first responders and combat healers. This invention potentially ended up killing Prim, but even if he wasn't directly responsible, Katniss found this tactic so abhorrent that she lost her affection for him.
Character List and Analysis Gale Hawthorne. Gale, Katniss' 18-year-old hunting partner, is well-liked by many girls in the District 12. When he first meets Katniss in the woods, he believes that her name is Catnip, and so this becomes his permanent nickname for her.
He is also a very caring person. Despite being Capitol raised, in the movie, he says he is sorry that Katniss became a tribute to her, unlike most, who just congratulate her. He attempts to calm Katniss down right before the 74th Hunger Games by holding her hand and saying if he was allowed to bet, he would bet on her.
President Snow sees her as an enemy since her combination of popularity and low-level defiance constitutes a threat to his power. He dreams up The Quarter Quell as a way of getting rid of her and murders Cinna in front of her as a way of rattling her just before she's tossed into the arena.
Cinna is Katniss's intelligent, empathetic stylist and the creator of the iconic “Girl on Fire” look. Of all the people in the Capitol that Katniss meets, Cinna is the only one who shows awareness of the inequality and injustices that the outlying districts are subjected to.
Taupe is ultimately killed by one of the rebels, while Sejanus is hanged for treason. Snow and Lucy Gray escape District 12, but their relationship begins to falter, which makes the him question if they were indeed in love or if it was all a ruse by Lucy Gray.
She remembers that they did indeed promise not to lie to each other anymore, and she realizes that Snow wasn't lying to her about Coin's role in the parachute bombing. He has no reason to lie to Katniss. His death is certain, but the future of the Capitol is not.
Katniss's next most significant relationship at the start of the series is her friendship with Gale Hawthorne. Gale is her best friend, and he loves Katniss very much. He wants her to run away with him but Katniss is too loyal to her mother and sister to ever leave.
Katniss's focus on survival and her family's safety prevented her from fully considering romance, but her feelings for Peeta and Gale diverged in the end. Katniss ultimately chose Peeta because he understood her trauma and she didn't want to lose him, proving her love for him.

This interaction was so surprising to fans because it's not in the books at all. While, throughout the series, there's some chemistry between the two, nothing ever comes of the tension in Suzanne Collins' novels. Beyond the kiss, nothing happened between the two in the movies either.
She was only 13 years old when she was killed in The Hunger Games: Mockingjay, and her youth only makes the tragedy that much harder for Katniss to bear after everything else she had suffered. Prim's death is a truly heartbreaking moment.
Katniss has a conflicted relationship with her mother. Following her father's death, her mother fell into deep depression and now rarely speaks. As a result, Katniss has a difficult time feeling love and affection for her mother, even as she recognizes that her mother is a kind and intelligent woman.
