Is Godzilla evil in Shin Godzilla?
Unlike many past incarnations of Godzilla before him (who were either villains, anti-heroes or heroes), Shin Godzilla was neither, but instead was driven by his instinct for survival and adaptation.
Shin Godzilla is definitely one of the most powerful. But currently, it can't even hold a candle to THE most powerful Godzilla incarnation: Godzilla Earth. Unlike Godzilla Earth, Shin Godzilla has problems with overheating it's own body, hence it's amphibious/dormant life.
Kong didn't bow before Godzilla like the other Titans did in King of the Monsters, and more than that, Kong is inherently a threat to Godzilla's kingship. Add that to the fact that Godzilla can feel Kong's every move with his planet-scoping power, and the ultimate battle between the two was completely unavoidable.
The rivalry between Godzilla and King Kong is well noted within their established mythos, including and especially the current MonsterVerse canon, but there's one kaiju Godzilla hates far more than Kong (or any other Titan, for that matter): King Ghidorah - and there's only one reason as to why.

Godzilla Minus One concludes on a satisfying yet somewhat tragic note, but the regenerating flesh indicates that Godzilla survived in some way, and that the battle against him is not over.
In Godzilla Minus One, the destruction and loss of human life was devastating. It was like watching a tragedy unfold; everyone in the collapsing cities completely helpless to stop the calamity that befell them. It was sad.
However, it makes no special effort to protect human life or property and will turn against its human allies on a whim. It is not motivated to attack by predatory instinct; it does not eat people and instead sustains itself on nuclear radiation and an omnivorous diet especially cetaceans and large fish.
Godzilla then won his fight with Destoroyah. In the aftermath of the battle, Godzilla melted down until there was nothing left. He died, but his final acts ensured that a new Godzilla would live on via Godzilla Junior.
Instead, Godzilla acknowledged Kong as an equal and he returned to the sea. While it's impossible to know for sure what's in the hearts and minds of giant monsters, Kong apparently earned Godzilla's respect so the lizard left him alone.
Godzilla roars in acknowledgement and respect for Kong, seeing him as an equal and a friend (same with Kong respecting Godzilla as an equal and a friend) before returning to the sea and disappearing beneath the waves as Kong and the gathered humans watch on, safe in the knowledge that the world is finally at peace.
Kong, it was demonstrated early on that Godzilla had him beat in a contest of raw power. His atomic breath put Kong at an even greater disadvantage. Acquiring the axe helped even the odds a bit and gave him a fighting chance against Godzilla, but while it certainly helped, it ultimately wasn't enough.
Summary. Godzilla won his first fight with Superman, surprising fans who may have expected Superman come out on top. Superman's humanity almost cost him his life, as his compassion for others led him to take the damage that Godzilla doled out.
After absorbing excessive amounts of radiation, Godzilla's powers were boosted to new heights. With his enhanced strength also came a surprising side effect, turning Godzilla's usual blue glow when he is powering up into a vibrant pink.
Minilla - Minilla is the weakest Godzilla, and also the ugliest Godzilla. He is the adopted son of Showa Godzilla and is basically just a pushover baby who you want to strangle to death.
