A round character is deep and layered character in a story. Round characters are interesting to audiences because they feel like real people; audiences often feel invested in these characters' goals, successes, failures, strengths, and weaknesses.
As they discuss District 12, Peeta spirals out of control, blaming Katniss for the district's destruction and accusing her of being a mutt created by the Capitol to use against everyone. Heartbroken, Katniss tells Haymitch and Plutarch that she can't stay in District 13 anymore.

Is Katniss Everdeen actually a strong female character?
She isn't passive, she isn't weak, and she isn't some random girl. She's active, she's strong and she's the girl who motivates the story. Throughout the books, Katniss appears unemotional at times. She is often disconnected from emotional triggers or is actively screening herself from painful thoughts and situations.
She's not overly emotional or even motivated by romance, but instead, she's just trying to survive. However, at times, this can be a weakness. She has a difficult time understanding how she really feels about things, especially when it comes to relationships, and she's even worse at expressing those feelings.
The plan is to break the victors out of the game and start the rebellion. They need Katniss because of her power and influence, but they know she won't join if Peeta dies, so they work to protect them both during the Quarter Quell.
