Kovu was originally going to be Scar's biological son, however, Micheal Eisner decided that Kovu shouldn't be related to Scar, as it would cause incest between him and Kiara as "paternal first cousins". Specifically, first cousins once removed, as Kovu and Simba would be first cousins.
Kovu is a male lion. He is the prince consort of Pride Rock through his marriage to Kiara. He is the son of Zira, the younger brother of Nuka and Vitani, and the mate of Kiara. Shortly after his birth, Kovu was named the chosen heir of Scar.
This of course would make Zira, Scar's partner and Nuka and Vitani, Kovu's siblings. However, this naturally caused much commotion amongst the creators of Lion King 2 because this would make Simba and Kovu cousins, and thus Kiara and Kovu cousins once removed.

Why did Scar adopt Kovu?
He was apparently born at some point during Scar's reign, as Scar hand-picked him to be his successor, which greatly annoyed Nuka. As a result, he was referred to by the Outsiders as the Chosen One. However, Scar merely mentored him, and Kovu is of no relation to Scar.
At one point, Nala also had a named father; the character was similarly abandoned. In addition, in another script, Sarafina (then named Naanda) was Sarabi's younger sister, and Mufasa was implied to be her mate, and thus Nala's Father.
Scar debuted in The Lion King (1994). The scheming younger brother of Mufasa, Scar was next-in-line to take the throne until his nephew Simba, Mufasa's son, was born, replacing him. Determined to seize the throne, Scar devises a plan to kill both Simba and Mufasa.
However, after falling in love with his daughter Kiara and getting to know Simba personally, Kovu realized how wrong his mother was about the Lion King and abandoned his mission to assassinate Simba. Simba, on his part, mistrusted Kovu due to his Outsider heritage and status as the adoptive son and chosen heir of Scar.
Though the venom in his scar may have influenced his evil nature, Scar was already proven to be envious and power-hungry before being infected as he was willing to work with another lion to overthrow Mufasa as king due to his jealousy.
The snake bites Askari on the eye, leaving the scar that would become his namesake. But the cobra leaves more than that. The venom from the bite infects Scar, making him crueler and more bitter. This leads him down the path of wanting to use the Roar of the Elders to overthrow his brother.
Director Darrell Rooney stated that Zira was originally conceived as Scar's mate and queen. However, their relationship was purposely obscured in the middle of production to make her "just a follower" due to the incestuous undertones Kovu's romance with Kiara would have had.
The characters Simba and Nala from Disney's "The Lion King" are not portrayed as brother and sister in the story. They are childhood friends who later develop a romantic relationship as adults. In the movie, Simba and Nala are part of the same lion pride, but they are not closely related as siblings.
One day, on a solo patrol, Askari encountered a mysterious lion, who suggested that Askari should be the King of the Pride Lands instead of Mufasa; a thought that intrigued Askari. However, the lion led him to a trap where a cobra bit his left eye, giving him his infamous scar as well as poisoning Askari's mind.
The two directors then stated that Mufasa or Scar could be Nala's father. This claim was disproved with the release of the Lion Guard episode "Paintings and Predictions".
Scar's real name is Taka, a Swahili word meaning 'dirt' or 'rubbish'. From the book 'The Lion King: Six New Adventures' and Askari which means 'police' according to The Lion King Guard. In the book, Taka leads a plan to undermine his brother in the eyes of their father and win the throne.
After Mufasa mocked his injury, giving him the nickname "Scar" rather than praising him, an outraged Scar plotted to overthrow him, only to murder his Lion Guard in a blind rage, and lose both his position and power after using the latter for evil.
First published by Grolier Books back in 1994, the official release includes a story called A Tale of Two Brothers, which explores the life of a much younger Mufasa and Scar. Of course, Scar wasn't known as Scar back then and instead, he went by the name Taka. Not so bad, right?
The fact that Simba and Nala even get together not only is pretty squicky because they're direct cousins, but also because it goes against natural lion order. The answer, then, to our pressing question is: yes, Simba and Nala are related, because their moms are related.
During "Can You Feel The Love Tonight" Simba and Nala realize their relationship developed from friendship to love and mate, however they don't conceive Kiara.
After losing his powers, Scar remained bitterly jealous of Mufasa and continued to devise schemes to take over the Pride Lands. In time, he found new allies in the form of a clan of hyenas who lived in the Elephant Graveyard.
Despite finding his uncle weird at times, Simba apparently viewed and looked up to Scar as a second father-figure. However, unbeknownst to Simba, Scar actually harbored hatred for him and never seemed to be even remotely interested in his stories, due to jealousy of his nephew's status as next in line for the throne.
