The Sultan (voiced by Douglas Seale in the first film, Val Bettin in the sequels and the TV series, Jeff Bennett in Disney Princess Enchanted Tales: Follow Your Dreams; portrayed by Navid Negahban in the live-action film) is Princess Jasmine's father and the pompous but kind ruler of Agrabah.
The Sultan solemnly admits that the law is second to his motivation for finding Jasmine a husband; he reveals that he wants his daughter to be provided for once he passes away, but even this isn't enough to soften Jasmine towards the unjust practice.
Naveen Andrews portrays the character, an ally of the Red Queen. In this continuity, Jafar is the illegitimate son of the Sultan, and his interest in genies stems from his mentor and lover, Amara, who discovered a ritual that could be used to rewrite the laws of magic using the power of three genies and two sorcerers.
In a flashback sequence, Jafar was shown proposing marriage to Jasmine while she awaited a selection of suitors, knowing she'd do anything to save Agrabah. The engagement was all business of course, as Jafar's true intention was to obtain the ring of Agrabah from her and use it to trap Agrabah "beyond human reach".

Unlike most Disney villains, he wasn't in lust with her, he only wanted to marry her because that would be a legal way to become the heir of the sultan. With the power he gained from the lamp, he was only keeping her around to humiliate her for the ways he felt she humiliated him.
Live-action Jafar didn't have any interest in marrying Jasmine until after he was the sultan and a sorcerer, even then it was an attempt to break the defiance of those who wouldn't bow before him. First, she would only act like she loved him when he was actively present and hypnotizing her.

Like some villain characters from other franchises, Jafar is attracted to a beautiful girl or woman that is a protagonist. He was attracted to Princess Jasmine, but primarily for her good looking body, and not for Jasmine herself as a person.
After Shaheen protested against the film alongside the American-Arab Anti-Discrimination Committee, Disney agreed to alter the lyrics in Arabian Nights for Aladdin's video release in 1993, and defended it, as it was a rare film to feature an Arab hero and heroine.
