Although Toy Story 2 established that Evil Emperor Zurg was Buzz Lightyear's father, Lightyear retconned the relationship so that Zurg now has an entirely different backstory.
As you may recall, in Toy Story 2 there is a scene in which Zurg tells Buzz he is his father, in a nod to Luke Skywalker and Darth Vader from Star Wars. But in Lightyear, it is revealed that Zurg is an older, alternate version of Buzz.
In Lightyear, the evil Emperor Zurg is actually revealed to be a future version of Buzz (voiced by James Brolin), who traveled back in time to change his future. In a clever joke to the previous film, when Buzz sees the older version of himself, he first assumes it is his father.

The biggest revelation in Lightyear is that Emperor Zurg is not just a robot like he's presented in Toy Story 2. He is Buzz from an alternate timeline or more like a Buzz that went too far into the future. The protagonist is voiced by Chris Evans while the older version is portrayed by James Brolin.
Because of time dilation, Toy Buzz is about 0.015 seconds younger than he would have been without the trip into space. Toy Buzz may not have traveled as fast as Movie Buzz, but both got to experience the effects of time dilation.
