Only three Jedi/Sith in Windu's lifetime ever surpassed him, (Darth Sidious, Master Yoda, and Anakin Skywalker) and all three just so happened to be candidates for “most powerful Force-User in the Republics' 25,000 year history” at various times.
Based on skill alone and no force powers, Vader is probably the better duelist, but Windu's Vapaad, allowed him to siphon dark side energy from his opponent into himself and high ten his abilities, allowing him to win against Sidious.

Master Yoda has risen above all others to claim the top spot as the most powerful Jedi of all time and the true chosen one according to IGN's audience. He won pretty handily as well, as he was victorious in 89,756 of his 95,243 battles and had a win percentage of 94.2%.
Plus, whenever talk of the prophecy and Anakin being the Chosen One arose, Mace wouldn't hide his disgust. That made him caustic and belittling towards the young padawan, especially when the Jedi became more integrated into the military as the Clone Wars began.
Mace Windu denied Anakin the rank of Jedi Master due to his unorthodox Jedi upbringing and the Council's hesitation to promote him at a young age. Anakin's closeness to Palpatine played a role in the Council's decision, as they used it to assert their independence from Palpatine's influence.
Yep. Darth Maul didn't really say or show straight up that he "feared" Darth Vader, but he openly stated his belief that he could not defeat Darth Vader without the help of the Jedi, therefore on his own.
Going by potential power Anakin has 20,000 midichlorians that is known of, but his full potential could have been much higher, maybe 30,000–40,000. Palpatine is stated to have 19,000, so I would safely assume that Rey could have anywhere from 12,000–15,000.
Vader had been using all his energy to intimidate Luke, so when the actual fight began in a flash, he was already weak and panting. This leads to another huge factor, which is the age difference. While Luke was a young and spry 23-year-old, Vader was reaching his late 40s.
Windu has created and fully mastered Vaapad, a variant of Form VII. Yoda mastered the original variant known as Juyo. Both of them were able to fight with Palpatine on equal ground, matching him blow for blow. It is stated that Yoda beat Mace in a sparring match.
Mace Windu vs Darth Maul | Fandom. Mace windu clear winner 9/10 times. His use of vapad would make the fight play out similair to windu vs palpatine. He would use the seething rage pouring out of maul against him, and as mauls force power was so much weaker than windu's it would be an undisputed win for windu.
In the long run, both Windu and Yoda outdid Palpatine. His belief that Mace Windu was more powerful than Yoda was of little account. After all, Windu himself knew Yoda was superior, and he had no qualms about admitting it.
Probably not. A skilled swordsman and very in-tune with the Force, Qui-Gon Jinn was for sure a formidable Jedi Master. But Mace has been repeatedly affirmed as nearly unrivaled in his saber skills, with only the likes of Yoda and Jedi Master Dooku being his peers within the Jedi Order.
Mace does have some advantages, for example shatterpoint and Vaapad. However, even with these advantages Windu would be defeated by Vader. The Dark Lord is one of the best duelists in canon, slightly more superior than Palpatine to the point that even Palpatine indicated Vader's strength and power.
That notwithstanding, Master Windu was also one of the best. If the two spared as Jedi, Dooku would probably win the match because he was the better all-around duelist.
Despite being the Chosen One, Anakin Skywalker was not the most powerful Jedi in Star Wars, as that honor goes to Ahsoka Tano. The Star Wars prequel trilogy focused on Anakin's desire to become the most powerful Jedi, and while he became very strong in the Force, his lust for power drove him to the dark side.
Kylo lost to Rey in TFA because he was heavily wounded and was holding back against her due to Snoke's request that he bring her back to him alive. He is also stated by Palpatine in the Secrets of the Sith book to be “equally as powerful as a real Sith despite not being one”.
And while his warnings don't work, at the very least, it shows that Maul became aware of Anakin and what he would soon become. With the rise of the Empire, it's likely Maul caught on to Vader's existence pretty quickly.
Summary. Darth Vader and Kylo Ren are powerful villains in Star Wars, but Vader's control and training give him the edge over Kylo Ren. Kylo Ren may have raw Force power, but Vader's mastery of the Force and lightsaber skills make him the more formidable opponent.
The Council, however, felt Anakin's future seemed clouded and uncertain, and deemed the boy too old to begin training and dangerously full of fear and anger. They refused to allow Qui-Gon to train Anakin, but the Jedi Master nevertheless kept the boy as his ward as he returned to Naboo.
