He was obviously a big part of the rebel plan to keep Katniss alive long enough to be rescued from the arena. As head Gamemaker, he presumably had substantial control over when and how pods and mutts were activated.
Plutarch shows no thought of Katniss in public and treats her like all other tributes. He is surprised when both Peeta and Katniss go in their private training session and they show signs of rebellion.
The plan is to break the victors out of the game and start the rebellion. They need Katniss because of her power and influence, but they know she won't join if Peeta dies, so they work to protect them both during the Quarter Quell.
He helped end the Hunger Games, but he still supported re-establishing them to punish Capitol children. In the end, Plutarch was like most all the other The Hunger Games characters - filled with a mix of both goodness and evil.
This causes Katniss to think back to the Victory Tour, when she danced with Plutarch Heavensbee at the party at Snow's mansion. She remembers him telling her that it starts at midnight, and showing her his mockingjay engraving on his watch. At first, she thought he meant his meeting started at midnight.

What was Plutarch's plan?
As part of Plutarch's plan, he enlists Abernathy to convince half of the Quarter Quell tributes to join forces against Capitol loyalist tributes to escape the Games and, most importantly, protect Katniss (who is becoming the symbol of rebellion in the districts).
In the end, Katniss and Gale grew apart, as many childhood friends and young loves do. She needed something different in her life, and with Gale's link to Primrose's death, Katniss found a reason to cut ties. If Katniss ever wanted to find comfort again, she knew she had to return to Peeta for the long term.
Snow laughs after Katniss killed Coin because he enjoys the irony of the situation. He avoided the official execution ceremony, even though Panem's citizens still take their revenge on him, while Katniss ends up snatching away the victory and power that Coin thinks she has successfully secured.
While Effie Trinket is one of the most beloved characters in The Hunger Games, she's also inadvertently a cruel member of the Capitol. As a villain with heroic moments, she genuinely cares about Katniss and wishes the best for her. However, the way Effie smiles throughout the Reaping can't be anything but inhumane.
Later, the two learn President Snow considered their actions to be an act of rebellion against the Capitol. After their last interview, in which the two continue to affect their romantic feelings for one another, Peeta comes to the realization Katniss has staged her love for him all along.
The female Morphling, however, appears almost coincidentally, and Peeta even mentions that they don't know her real name. Given that she is willing to make the ultimate sacrifice to protect Peeta, it's safe to assume that the Morphling was committed to the rebel cause.
The following year after Lucy Gray Baird's victory, another female tribute emerged as the Hunger Games winner. Mags Flanagan became the first victor from District 4, living off of nuts and her survival skills by creating fishhooks. She was also the first victor to move to Victor's Village before serving as a mentor.
As Katniss gets to know Finnick during the Quarter Quell, she sees he is in fact loyal, dutiful, and caring. For example, despite Mags being a burden on his chances of survival, Finnick does everything he can to keep the eighty-year-old alive because, as we learn, she was his mentor and he genuinely cares about her.
Plutarch apologizes to Katniss for everything she has been through (as he should, considering he's responsible for quite a bit of the trauma), but he would do everything again if he had to.
Why did Plutarch show Katniss his Mockingjay watch?
Katniss first begins to question Plutarch Heavensbee's loyalties when, during a party at President Snow's mansion, he flashes her a watch with a disappearing mockingjay on its face. Later, she realizes that Plutarch's given her a clue about the arena for that year's Games, which is designed to resemble a clock.
I think the cruelest part was forcing the kids to kill each other. Not to mention making their families watch, making them anticipate and celebrate it, the whole forced "in love" thingy..and more. Just the cruelty of it all.

Alma Coin was the true villain of The Hunger Games, with Katniss actually seeing her as more of a threat than Coriolanus Snow. At the same time, it was Snow who was made out to be the bad guy in previous movies, making some question why Katniss killed Coin and spared him.
She remembers that they did indeed promise not to lie to each other anymore, and she realizes that Snow wasn't lying to her about Coin's role in the parachute bombing. He has no reason to lie to Katniss. His death is certain, but the future of the Capitol is not.
After reading the book and watching the film, it seems clear that Lucy Gray realizes Snow was responsible for the death of his friend Sejanus Plinth (Josh Andrés Rivera). If Snow could sell his best friend down the river for personal gain, it was only a matter of time until he did the same with her.
The love triangle between Katniss, Gale, and Peeta is a major part of The Hunger Games franchise. There always appeared to be a spark between Katniss and her best friend, but when Katniss is reaped, everything changes. To survive, she's forced to fake a romance with Peeta, a boy who lives in her district.
At the end of Mockingjay, Gale relocates to District 2 and begins working in the district's government. He helps train replacements for the Capitol's Peacekeepers.
SPOILERS!!!!! In the end of the first book peeta had his leg cut by cato but then when he hid he covered himself with mud and stuff to camouflage and it got hella infected but Katniss found him and took care of him but then his leg got torn up by mutts yada yada yada blah blah blah we already knew this.
