The Punisher won't kill cops, or other members of legitimate authority such as soldiers. Even when pursued by forces intent on killing him, Frank won't kill police officers. For those who don't know, Frank Castle, aka The Punisher hates the police. He does not trust them, he thinks they're corrupt, and especially hates anyone who tries to adopt his symbol. If this upsets you, then you have no knowledge on who this character is.
In some versions Frank was either a Marine or an NYPD officer or an FBI agent before becoming the Punisher so which career did you guys think suited him the most?
Fortunately, he understands that the punishment must fit the crime. He only kills those who directly contribute to the deaths of the innocent— while this does include drug dealers and abusive pimps, he has let several supervillains that he has cornered live.
The Punisher is a mass murderer, and all of his stories have revolved around that fact. It'll be interesting to see how David Pepose handles this aspect of the character with a new person wearing the skull. Joe Garrison seems similar to Frank Castle, but he's also a unique character with a completely different origin.
He is in the top 10 anti-hero list though, and fans love him for that! His crusades have taken some truly gruesome turns as he declares bloody wars on crime and comes out on top. With a kill count of around 48,500, it is obvious that The Punisher does not take prisoners.

However, this final issue makes it clear that Marvel, or at least the author, really does not like the Punisher. Maria's judgment is clear and irrevocable: Frank's crusade was foolish, he never pursued justice, and not even revenge. Everything he wanted was an excuse to let loose his murderous instincts.

The adoption of the skull is a sign some police no longer want to be police – they want to be vigilantes, capable of using “any means necessary”. After all, as Worcester states, “the legal system is little more than an inconvenience” to the Punisher.
Having earned a reputation of being known for stopping at nothing to guarantee justice, the Punisher has made most Super Heroes wary of him and his actions; even still, he has few he can rely on.
Billy Russo, later known as Jigsaw, appears as the main antagonist in the Netflix series, Marvel's The Punisher, being one of the two main antagonists (along with Agent Orange) in the first season and one of the two secondary antagonists (along with Eliza Schultz) in the second season.
According to Conway, Frank Castle represents a “failure of the justice system” and “the reality some people can't depend on institutions like the police or the military to act in a just and capable way.” To Conway, this has a lot to do with why these same institutions embracing the Punisher's logo is so problematic.
Created by writer Gerry Conway and artists John Romita Sr. and Ross Andru, the Punisher first appeared in Amazing Spider-Man #129 in 1974. He was the gun-toting, ex-soldier Frank Castle, determined to wipe out crime with deadly force after his family were murdered in front of him.
He begins by trapping Spider-Man and Venom in the sewers and killing them while they are fighting one another. The Hulk is killed after his latest rampage, while his alter-ego Bruce Banner is recovering in an alleyway, located by Castle using a dart-gun tracking transmitter.
Even when he was Cosmic Ghost Rider, Frank Castle found it difficult to challenge Thanos one-on-one, let alone when he was just a regular human–but with an amalgamated upgrade courtesy of perhaps Marvel's most iconic crossover with DC, the Punisher gained the strength and the resources to kill Thanos.
Billy Russo in the Netflix tv series did more than enough to get the final judgement of the Punisher. He killed his wife and children, several of the members of Frank Castle's unit, and repeatedly tried to kill Castle.
More to the point, the character himself is inherently anti-police. The whole reason that Frank Castle took on his vigilante role was that he felt left behind by the system.
However, the Punisher knew that his attacker was not a criminal and when he finally got the upper hand and managed to pull out his gun, he chooses not to kill Daredevil. Instead, Punisher shot Daredevil in the helmet, ensuring the wound was not fatal, before escaping.
The Punisher is infamous for killing his foes, and as a result hardly any other Marvel superhero will work with him. Castle's motivations for killing have always stemmed from tragically losing his family to violence - but even Daredevil can see that Frank has taken his revenge mission too far this time.
The path to unlocking Frank Castle's pathology practically always leads to one conclusion: Post-traumatic stress disorder. And while that's almost certainly part of it, I think there's something else going on here. Something a bit more sinister.
Weaknesses. Non-Superhuman Physical Conditioning: Castle is as susceptible to physical injury and disease as any other normal human, often having to rely more on strategy than strength when up against a superhuman opponent.
While on leave, Castle fell in love with a young woman named Maria. Three months into their relationship, she told him she was pregnant and that he could bail if he wanted to. Instead, he asked her to marry him right there and then.
