Mags was like family to Finnick. Mags volunteered for Finnick's love Annie Cresta in the 75th hunger games. And even though Finnick had a way of being outwardly suave and nonchalant to most people, he loved Mags so much. "She basically raised him," as Haymitch pointed out in Catching Fire.
Chia Mags kisses Finnick on the mouth to briefly let him know that this is the last time she will see him. It's her way of saying "Goodbye" but in a more affectionate way.
For example, despite Mags being a burden on his chances of survival, Finnick does everything he can to keep the eighty-year-old alive because, as we learn, she was his mentor and he genuinely cares about her.
During the interview with Caesar Flickerman, Finnick recited a poem for his one true love, Annie, although he did not mention her by name. During the third Quarter Quell, he heard Annie's screams during the jabberjay attack, and worried that the Capitol had tortured her.
Finnick was always very attracted to Johanna, but she didn't know what to think of him at first. They became friends, but nothing more. They kissed once in this book, when Johanna was drunk in District 4, but nothing more.

How did Snow use Finnick for his body?
After winning the games, Snow forced Finnick into prostitution and sold his body to Capitol residents to gain their trust. Finnick only agreed to take part because Snow threatened to torture his loved ones. Even though he bedded several women throughout his time as a victor, Finnick's love for Annie remained true.
Before they can decide what to do, Mags kisses Finnick and runs into the fog, collapsing in a horrible seizure. Katniss wants to scream, but she drags herself behind Finnick as he carries Peeta away.
Annie was a very kind-hearted and forgiving young woman, capturing the heart of fellow victor Finnick Odair, and later voting against President Coin's proposed 76th Hunger Games using Capitol children.
Realizing that they would be killed by the fog if they could not move faster, Mags kissed Finnick and courageously sacrificed herself by walking straight into the fog so Finnick, Katniss, and Peeta could live.
Katniss briefly mentioned that a previous stroke could have caused Mags's garbled speech. However, post-traumatic stress disorder could have also caused her speech incapacity. Both Annie and Katniss suffered from PTSD, as many other Hunger Games victors did.
Finnick's death was essential to the narrative, as it upped the stakes of the plot and dealt with the harsh realities of war. Finnick's death added thematic depth to the story by highlighting the unfairness of life and war, and the manipulation and targeting of even those favored by the Capitol.
She is only told that Tigris used to be a stylist for the Hunger Games, like Cinna, and that Snow fired her himself. Over the years, possibly to deal with the pain caused by her cousin's sadistic rise to power, Tigris tattooed and surgically altered her appearance so much that she looked more feline than human.
Finnick's flirting with Katniss is harmless enough; however, their interaction in this chapter foreshadows more to come. There are similarities between this year's Quell and last year's Games, such as the love the crowd shows for Peeta and Katniss, and the beauty of their costumes.
Finnick describes how Snow used him, and other desirable victors, sending them as sexual favors to gain influence over members of the Capitol. Finnick's “patrons” would share secrets with him, and this is how he learned that Snow rose to power by poisoning his rivals, his enemies, and even himself to deflect suspicion.
She's half-family, i.e., sorta or partially family, because there's affection but not blood relation. There are literally only 2 people in Finnick's family (Mags and Annie), and Mags is 1 of them.
Annie was reaped a second time to participate in the 75th Hunger Games, but Mags, an older tribute, who helped Finnick mentor Annie during her Hunger Games, volunteered to enter the Games in her place. Annie was the only true love of Finnick Odair, who was the victor of the 65th Hunger Games.
Before he rescued Peeta, Katniss saw Finnick as a threat and someone she will eventually have to kill. However, she admits she will never be able to kill him because he saved Peeta. She won't be able to look past the debt she owes him for saving Peeta's life.
Annie Cresta is one of the victors of District 4. She won The 70th Hunger Games at age 18. She also got married to her mentor, Finnick Odair. She suffered from PTSD after her Games, after seeing her district partner being beheaded by a Career during the Games she was in.
At the age of 12 through 18, Mags was presumably reaped for her first hunger games, though it is also likely that she may have volunteered. She eventually won, earning a the stygma of Panem's "sweetheart".
Dedication to the Rebellion: The female Morphling's sacrifice was a demonstration of her commitment to the rebellion against the Capitol [1]. She, along with other victors, knew the importance of keeping Katniss and Peeta alive as they were key figures in the rebellion [2].
The group eventually outruns the fog except for Mags, who sacrifices herself so that Finnick can help Katniss save Peeta. They trip and tumble down a hill but eventually stop, and Katniss watches the fog approaching. It stops just before it can get to her because it is being contained by some type of force field.
Johanna Mason developed an addiction to morphling while hospitalized in District 13 for the torture she endured in the Capitol. When she was weaned off, she instead dipped into Katniss's supply.
"President Snow used to … sell me … my body, that is," Finnick says. "If a victor is considered desirable, the president gives them as a reward or allows people to buy them for an exorbitant amount of money. If you refuse, he kills someone you love.
Johanna, Peeta, and the kidnapped Annie Cresta were held captive by the Capitol for five or six weeks after the Quell. Upon rescue, Johanna was emaciated, bruised, and covered in oozing scabs, and her head had been completely shaven.
