I would kill you if I could. The quote by Darth Maul, "I would kill you if I could," reflects his ruthless and merciless character. Maul is portrayed as a skilled and dangerous Sith Lord, willing to do whatever it takes to achieve his goals.
Lying in Obi-Wan's arms amid the desolate, moonlit terrain of Tatooine, Maul's final words in Star Wars canon were a desire they both be avenged by Luke Skywalker, not just by the Jedi. This may seem like a strange sentiment, given how many years Maul spent consumed by the dark side of the Force.
Before Maul dies, Kenobi stays by his side and reveals to him that he is watching over whom he believes is the Chosen One, with Maul's last words being, "He will avenge us". Ezra and Chopper return to base on Maul's ship. Ezra tells the rebels that Maul is gone, and apologizes for sneaking away.

His acrobatic skills and prowess with a double-bladed lightsaber (which Andor imitated) instantly made him an icon. Yet his character was severely underdeveloped. With only 31 words to his name, Maul died as a salient assassin. However, that wasn't always the plan because his best dialogue never made it into the film.
Sidious revealed to Maul that he did not intend to kill his former apprentice, as he still had use for Maul; it was Sidious' hope that Maul would lead the Sith to Mother Talzin, Maul's mother and the leader of the Nightsisters, so she could be eliminated as a potential threat to the eventual Sith rule of the galaxy.
With his last breath, Maul asked Kenobi if he was protecting the Chosen One, to which the Jedi Master said he was, having come to believe that the prophecy would be fulfilled by Luke instead of Anakin.
Regardless, based on the season 7 of The Clone Wars, and the fact that Darth Maul was aware of Anakin Skywalker's future and his role as the Chosen One, it is very likely that Darth Maul indeed feared Darth Vader to some extent, and preferred to avoid a direct confrontation with him, at least, on his own.
Having narrowed our focus there, we can assume Darth Maul's cry of “He lives!” refers to Obi-Wan, who is, at this point in Star Wars history, secretly on the desert planet, watching over young Luke Skywalker from a distance. Since Obi-Wan lives, so does Maul's hope of revenge against him.
In Maul's death, he discovered that Obi-wan was protecting someone in tatooine and when he ask "Is it the choosen one?" Obi-wan awnser "He is" what Implies that Luke is the choosen one, not Anakin (Rebels 3x20) It's an in-universe statement of a character's belief.
Maul's skills, on the other hand, became stagnant as he spent the last few decades of his life keeping himself alive and plotting schemes. Given this, it makes sense Obi-Wan quickly defeated Maul in their final duel in Star Wars Rebels.
Maul shows signs of Antisocial Personality Disorder and Narcissistic Personality Disorder that were probably caused by a mix of genetics and circumstances.
Maul actually was his Sith name. In the Rebels tv series, Maul says to another character that he once had a real name, but he has long since forgotten it. Palpatine took Maul from his mother and gave him his Sith name as an infant. His real name is lost to time.
Even though Kylo Ren uses a red lightsaber, harnesses the dark side of the Force, and wears a cape, he is not a Sith. Because of that, he can never hold the title of Darth. Instead, he was just a chaotic mess of the dark side (until he eventually found his way back to the light).
I think he always knew Palpatine was his true enemy, but knew he couldn't ever take him on. Obi Wan was kind of a deflection for his rage. It doesn't feel like Maul really "hates" Obi, it's more like he's obsessed with Obi.
Star Wars Rebels lead creator Dave Filoni even admitted that Maul and Vader were meant to have a fight, but he felt it would take away from the battle with Ahsoka. But as things stand, Star Wars not only lacks a fight between Vader and Maul, but the two have never even spoken to each other.
Like his master, Darth Sidious, better known as Sheev Palpatine, Maul's main weakness was his overconfidence. In Luke Skywalker's confrontation with Palpatine during The Return of the Jedi, he tells the Emperor that his overconfidence is his weakness.
