Dr. Pershing is tricked into taking Elia to a temporary lab aboard a former Imperial ship to get all the supplies he needs to do more cloning research, before Elia essentially turns face and rats him out. And then, well, she uses her power (seemingly as an Amnesty Officer for the same program on Coruscant) to have Dr.
The two go out to steal a mobile lab station and succeed, only for Kane to betray Pershing, taking the lab station for herself, and sending Pershing into a Mind Flayer. When left alone, she turns it to maximum power, presumably wiping Pershing's mind entirely.
Over the course of The Mandalorian season 3, episode 3, she manipulated Dr. Pershing into trusting her, and then framed him for succumbing to Imperial programming. This made sure he would end up being subject to a deconditioning process she could manipulate, flaying his mind.
Elia Kane was part of this program and befriended Dr. Pershing through this program, but it was all a trick. She was working as a spy for the New Republic, looking out for Ex-Imperials who were relapsing, but more importantly, she was still a spy for Moff Gideon.
Doctor Penn Pershing was forced to go through a mental recalibration using lower voltages, an experimental process thought to help soothe traumatic memories to help one overcome Imperial indoctrination. However, this process was sabotaged by Elia Kane, who increased the voltage to its maximum.
Pershing is dead, his answer strongly suggests that he had Pershing killed after plotting to get the doctor arrested by the New Republic. Moff Gideon's power and influence in this post-Empire galaxy cannot be ignored, even in sectors where the New Republic is present.
Kane's goal appears to be not helping Pershing finish his research, but to ensure that his work doesn't fall into the hands of the New Republic (not that they seemed eager to take advantage of that asset). If Gideon can't have Pershing's mind, no one can.
Elia Kane was a truly sinister villain, able to switch from an apparently spontaneous friend to a cool and calculated traitor. An exciting new theory, one that spins out rather well from the episode itself, suggests Kane may well be more than she appears - and, in fact, that she may be a Force-sensitive.
