Jafar's greatest moment of cruelty came when Jasmine was seeking out her true love; with utmost callousness, Jafar lied and told her that Aladdin had already been executed. Ultimately, his lust for power led to his defeat, and he was forced into less-than-spacious accommodations.
He is also an evil and sinister sorcerer who strongly dislikes being second best. Jafar secretly plots to obtain the Genie's magical oil lamp and rule Agrabah. Early in the film, Aladdin is imprisoned in the palace dungeons, as arranged by Jafar due to his influence over the guards.

Sadly, the biggest issue with Return of Jafar is how rushed and unfocused it is, as it would rather focus more on Iago trying to make amends with Aladdin and the gang than on Jafar plotting his master plan to rule all of Agrabah.
Like some villain characters from other franchises, Jafar is attracted to a beautiful girl or woman that is a protagonist. He was attracted to Princess Jasmine, but primarily for her good looking body, and not for Jasmine herself as a person.
Jaffar wanted access to the Genie from the lamp.. More specifically he wanted the 3 wishes the Genie would grant him. And once he got the lamp he did make his wishes and all three were granted.. His second wish to become most powerful sorcerer in the world..
He also made him human; his snappy impatience at the Sultan's dithering, his hatred of Aladdin because he caught the eye of Jasmine, and his sheer stupidity when he failed to realize that becoming a Genie would also entail living in a lamp. Jafar has no morals at all. He's willing, even eager, to kill Aladdin.
Later, Jafar asks to marry Jasmine. Not for love of course but for power and control over Agrabah. He threatens that whole Agrabah will suffer if she refuses but she still does and for this.
