What happens to Plutarch at the end of Hunger Games?
After the end of the Games, Seneca Crane is executed, and Plutarch is appointed to be the new Head Gamemaker, citing that there were not many takers for the job.
He was obviously a big part of the rebel plan to keep Katniss alive long enough to be rescued from the arena. As head Gamemaker, he presumably had substantial control over when and how pods and mutts were activated.
Plutarch informs Katniss that Paylor will pardon her of her crimes and that she can return home to District 12. The film doesn't directly mention Plutarch's new title as Secretary of Communications, but it does show him at Paylor's side when she's sworn in.

However, once Katniss was safely in his hands, the Gamemaker no longer cared what happened to Peeta. This wasn't the end of the manipulation. Games were all Plutarch knew, and he and President Coin were determined to win.
