Fred and George are not bullies the way James and Sirius were, or like how Draco tries to be towards the trio. However, several of the things that the twins have done can be construed as being bully-like, or even downright lethal.
In the book of Harry Potter and the Half-Blood Prince, Dumbledore makes an apt observation that Vernon and Petunia have inflicted “appalling damage” upon the “unfortunate” Dudley — with his parents encouraging his depraved actions, Dudley is taught to only follow their example.
On 31 July 1991, Rubeus Hagrid, despite being forbidden to perform magic, attempted to transfigure Dudley Dursley into a pig, after his father Vernon Dursley had crudely insulted Albus Dumbledore at the Hut-on-the-Rock, but only managed to give him a tail.

In “The Deathly Hallows,” Hagrid is supposedly brought to Voldemort's headquarters directly by deadly acromantulas. As a member of the Order, Hagrid would be tortured by Voldemort for information under reasonable circumstances. At the very least, he would face attack and insults from the rest of the Death Eaters.
