Katniss makes one final demand: that she be the one to kill President Snow. Coin accepts, and she leaves the group to begin planning for Katniss' first appearance as the Mockingjay. Plutarch and Fulvia, Coin's assistant, show Katniss their plans so far, which include one final Mockingjay costume designed by Cinna.

Where his movie character was calm and self-assured, his personality in the books was much more like the other clueless Capitol citizens. Regardless of which, Plutarch Heavensbee played an essential part in Panem's rebellion and contributed significantly to Katniss' survival.
He used Katniss as a pawn in his own ambition, but he still ultimately stood up for her, which is why she was pardoned after she executed President Coin. He helped end the Hunger Games, but he still supported re-establishing them to punish Capitol children.
