All season long, Luke struggles with the best way to attack the problems facing his community, and in the end he resolves that the best path forward is to deputize himself as the veritable sheriff of Harlem, operating out of the same place both Mariah and the late Cottonmouth (Mahershala Ali) once called their home.
In Luke Cage S2, Luke understands that he can't eliminate crime from Harlem, he can only control it. And to control it he needs the Harlem's Paradise. There are a lot of Godfather references in the last episode ( I loved that the final scene is the same scene from the Godfather I).
He utilized his super strength and unbreakable skin to protect the streets and go to war against the villainous Cottonmouth and Mariah Dillard. It was a classic street level superhero story backed up by some impressive acting, and both seasons were a lot of fun.

Why did Marvel cancel Luke Cage?
The pink slipping of Luke Cage was ultimately a combo of the age old Hollywood “creative differences” and the inability for the parties involved to reach a deal on how to move forward, according to sources.
He's super strong, like Jessica Jones and Danny Rand, but his defining physical trait is his impenetrable skin. You can't shoot Luke Cage — the bullets just bounce right off him. But Luke is certainly not unkillable.
Luke Cage's main weaknesses are that 1) his internal organs aren't any more durable than a normal human's and 2) that he needs to breathe like the rest of us. If you can manage to penetrate his skin and muscle tissue, you can severely injure or kill Luke Cage.
Cage ultimately balked at killing Knight, joining her and allies Colleen Wing and Iron Fist in confronting Bushmaster. Now more powerful than Cage, they engaged in battle.
