I think Harry Potter is suitable for all ages, but the most probable audience is children aged eight upto age nineteen. This does not mean that others can't read / watch and understand Harry Potter. Its just that book four onwards might be a little frightening to kids below 8.

You are strongly cautioned that the movie is sometimes intense. It contains violence, dark moments and visual images capable of scaring or disturbing younger children, particularly those who haven't read the book. At 151 minutes, the movie is also too long for younger children.
The first book in the series requires a reading level of 880L, which makes it an appropriate read for most 2nd and 3rd graders. With a total of 223 pages and an acceptable story complexity, it should not be too challenging.
At the end of the day, always consider what you think your kid can handle and use your judgement, but generally speaking, I wouldn't show this to kids under 11.
The only issue with the Harry Potter series is that the first couple of films are fine for younger kids, but as you progress in the series things get a little more serious. By the time you reach the last 2 or 3 the scare factor has gone up significantly and they are not suitable for young kids.
You are never too old to read the Harry Potter books! I really don't believe in putting an age limit on certain books, but this is a case where there is really no question of being too old.
In addition to being wildly funny, Diary of a Wimpy Kid explores themes most kids can relate to: fitting in, popularity, bullying, demands of home and school, loyalty, trust, and friendship. Who's (meant to be) reading it? The intended audience is kids in grades 3-7, or ages 8-12.
The book is rated by Scholastic as grade 5.3 and for ages 11-13. Parents' concerns about The Hunger Games center around violence. The book has a lot of it, and it is graphic at times. Much of the plot focuses on "the games" in which children kill children.
No one is too old to read Harry Potter, hands-down the best book franchise. Potterheads are of different races, ages, genders, and personalities. I'm a 27 year female and have reread the books more times than I can count. You're never too old to jump into the world of Harry Potter!
The fifth novel, Harry Potter and the Order of the Phoenix, is the longest book in the series, yet it is the second-shortest film at 2 hours 18 minutes.
This film is quite dark, thematically and visually, but not too frightening. Children should be able to handle it. The plot of the film revolves around a convicted murderer escaping from prison and going after Harry, supposedly to kill him. All scenes with Dementors are quite frightening and intense.

This rating is a stronger caution for parents that content included may not be appropriate for children under 13 (pre-teen ages).
