In the episode, Dwight makes one last attempt to bring back Jerome to life and decides to just cut off his face and act as his incarnation while the real Jerome is revealed to be resurrected and hell bent for revenge.

With the GCPD closing in quickly, he decided to "give the cult members Jerome" and cut off his face, after killing the associate that helped him, and then escaped. Jim Gordon later saw Jeromes face-less corpse laying on the operating table. A resurrected Jerome wakes up inside the GCPD morgue.
However Theo betrays Jerome and stabs him in the throat. Jerome bleeds to death and dies, but no before forming a smile on his face. Despite his death, Jerome leaves a legacy of fear and chaos in Gotham City, and several people are shown to imitate his maniacal laughter.
Valeska became sociopathic, eventually murdered his mother, and then tried to hide the fact. When he was caught by the GCPD, because he was of age, he was tried as an adult and sent to Arkham Asylum, a local institute for the criminally insane.
He is obsessed with Bruce Wayne, whom he sees as a surrogate brother. Jeremiah's torture of Alfred Pennyworth (Sean Pertwee) and crippling of Selina Kyle (Camren Bicondova) to torment Bruce are reminiscent of the Joker's defining actions in the graphic novel, Batman: The Killing Joke.

Jeremiah Valeska is a major antagonist in the television series, Gotham. He is the twin brother of the terrorist cult leader, Jerome Valeska, as well as being the arch-nemesis of Bruce Wayne. Jeremiah is the show's equivalent to the Joker, taking over from Jerome, although both of them never took on the Joker alias.
After years of build up, Gotham finally revealed the name and face of its Joker. It was not, as many had assumed, Jerome Valeska. Instead, it was HIS TWIN BROTHER, Jeremiah.

He grew to have a strong relationship with the vigilante Batman. At one point Batman eventually revealed his identity to him. Jim often relied on him to stop criminals threatening Gotham City. Gordon was killed in the line of duty, effectively destroying the trust built between the GCPD and the Bat Family.
Jerome is revealed to be 18-years old in season 2, and chronologically can be assumed to be 23-years old in season 4 based on the age difference between the twins and Bruce Wayne. If the letters in his first and last name are switched around, Jerome Valeska can spell out Joker.

His most and probably the only definable relationship he has, was with his archnemesis, Bruce Wayne. In the beginning, Jerome utterly despised the boy, simply for his naive behaivor and wanted to kill him out of pure spite, making fun of the death of his parents on some occasions.

Harley Quinn moves back to Gotham City in an attempt to reestablish herself as a hero, aiding the Batman Family and trying to make up for her past "where she often enabled the Joker".
In the comics, Gordon seems to have worked out Batman's identity in Year One, but it's left ambiguous. Thanks to subsequent reboots like the New 52, it's unclear whether or not that continues. Gordon learns Batman's identity in The Dark Knight Rises right before his untimely 'death.
Bruce takes Selina as his date to Gordon and Leslie Thompkins' wedding, and kisses her. However, Bruce eventually decides to leave Gotham in order to train himself to fight crime, leaving a heartbroken Selina a note wishing her well and promising to one day return.
