Since Maisie was built from her mother's modified DNA, eradicating their genetic disease, and Beta had been asexually reproduced by Blue thanks to her spliced dinosaur and monitor lizard DNA, Dr. Wu realizes that the pair could provide the answers to creating a pathogen for the locust outbreak.
Lockwood managed to give herself a child through parthenogenesis. Lockwood explain3d that she wanted Maisie to have what she didn't, a full life. Lockwood learned that she had a genetic disease, in which she was able to change in Maisie's DNA, saving her from suffering the same fate as herself.
Before she had Beta, it could've been that Blue had disregarded the pair's history, and she was ready to move on, as most animals do. But Jurassic World Dominion proved that Blue was still a special creature who knew Owen was important to her.
Sadly, the three died, and Blue was the only survivor. After this, Delta, Echo, and Charlie were cloned and introduced to Blue. Each raptor had the DNA of other animals in their genes with Blue having Black-throated monitor lizard, Charlie having Green Iguana, and Delta having the DNA of birds.
This genetic gap-filler enables parthenogenesis – the spontaneous development of embryos from unfertilized eggs. After some time freely roaming, Blue decided she wasn't content being the last of her pack and asexually reproduced, giving birth to Beta in the time between Fallen Kingdom and Jurassic World: Dominion.
It is revealed that Blue is still alive, but she and many other creatures will now face an impending danger, in the form of an erupting volcano. A leak revealed that Blue will be at the center of the plot of Jurassic World: Fallen Kingdom, with Owen having to prevent her from being "used for violence".
This means that it was Delta that was tazed. In the Jurassic World Special Edition Junior Novelization Delta is the first raptor of the Jurassic World Velociraptor Pack to die instead of Charlie. Furthermore, due to her death in the novelization, Echo is the one that kills Hoskins instead of Delta.

What did Owen say to Blue at the end of Jurassic World?
At the end of Jurassic World, after the handicap fight between Blue, T-Rex vs. I-Rex, when the T-Rex leaves, Blue looks at Owen, Owen then nods no, to which Blue runs off.
He did seem to care most about Blue, and even managed to almost touch her when taking the headpiece off. He still shot at the fastly moving around i-Rex when Delta and Echo were attacking her, with the chance that he could instead hit one of his raptors.
