Initially, Lou seems to sacrifice her own life in the pursuit of killing her son. But Lou's ending scene reveals that she is alive and still watching over Hannah and Vee. She secretly keeps an eye on them because she is now a fugitive, with the CIA trying to track her down.
The woman appears to have brown hair (not grey like Lou did previously). However, the copper bracelet and binoculars appear to suggest that Lou is still alive and is still watching over Hannah and Vee.
The biggest twist in Lou's ending is that Philip is actually Lou's son. Lou was aware throughout the entire hunt for Vee that she had been abducted by her own son whom she knew was Hannah's ex-husband, but this was not revealed until the film's ending.
Lou sends Hannah to radio for help, while she goes to confront Philip and rescue Vee. After a standoff, it is revealed Philip is actually Lou's son, who tracked them down after she turned him in and hid them for protection.

A CIA helicopter then appears to shoot them both. The film's final scene shows Hannah and Vee on a ferry, leaving Orcas Island for Seattle.

The action thriller follows the story of a suspicious character, Lou, who sets out to help her neighbor Hannah when her daughter, Vee, is kidnapped by her father. Vee was kidnapped by her father, Philip, on a stormy night.
Although set on Orcas Island (the largest of Washington State's San Juan islands), the movie was actually filmed in and around Ucluelet, on the south coast of Vancouver Island (Canada).
At first taking up a knife to defend herself, the taunts of the group cause Lou to have a breakdown, and she ends up punching herself in the stomach and slashing herself with the knife on her face and arm as the group encourages her to kill herself, before being comforted by Eva.
Though many UCA members in the final scenes wore a Quipu pin, the Quipu that Lou is holding in her hands has chains, an indication that Amelie brought Lou back to life (as Amelie was wearing a Quipu as a necklace).
From a storyline or set piece perspective, Lou doesn't add much to the action genre -- but it does serve as a generally entertaining reminder that Allison Janney is not to be trifled with. Everything around her is different degrees of disappointing, but Allison Janney makes Lou worth watching -- if only barely.

Ruben insists he doesn't need help and doesn't want to stay, but Lou and Joe think he needs help. Joe says if he stays he he has to commit to the program and will have no contact with the outside world, including Lou. Ruben refuses and leaves.
