The original concept of the cat o' nine tails was developed by Bill Finger in Batman #39 (February 1947). They have since become a staple of Catwoman's character, appearing in every major Batman television and movie adaptation to date.

Is Catwoman stronger than Batman?
Catwoman has some advantages over Batman but she's never been able to conclusively defeat him in a fight. More often than not, he let her get away because of his feelings for her.
Depicted by many as being “Marvel's Batman” due to his vast wealth and resources, it only makes sense that Iron Man would be able to quickly take down Catwoman. Though she has held her own against The Dark Knight several times, Iron Man is on an entirely different level in terms of his armor.

Casting directors surely faced a dilemma when it came to who would play Catwoman in Batman Returns. Since her origin story provided in 'Her Sister's Keeper', Catwoman was presumably a mixture of Latino and white, but the last visual representation of Catwoman on the small screen was Black.
Unlike Batman's, Catwoman's suit didn't necessarily, have a fair amount of either defensive or offensive qualities. It was neither knife-proof nor bulletproof, which made the suit purely cosmetic, though that was possibly in an effort to make her moves faster.
The Justice Society's Wildcat was Integral in the Creation of Catwoman. If it wasn't for Ted Grant then Selina Kyle would never have become Catwoman. His training taught Selina how to defend herself and acted as an edge that augmented her natural penchant for acrobatics.

It's a very close call, but Black Cat's powers and enhanced costume gives her the edge, narrowly making her our top cat. That being said, we'd gladly adventure or plunder alongside either of these incredible cat burglars as heroes or thieves.
