Peeta is repeatedly described as charming, generous, kind and likable, and possessing a self-deprecating sense of humour. He first confuses and later inspires Katniss with his determination to maintain his identity while inside the arena and his refusal to become a "piece" in the Capitol's game.
Peeta is best characterized by his love for Katniss and willingness to sacrifice himself for her. Katniss's first memory of him, for instance, is from an incident years before the Games in which Peeta willingly risked a beating to help her.
From the start, Peeta does everything he can to help Katniss survive. He joins the Careers in order to lead them away from her and even fights off Cato, who wounds him badly. To survive, Peeta uses his exceptional camouflaging skills to hide until Katniss finds him and nurses him back to health.
She tells Haymitch that Peeta is strong, that he can lift heavy bags of flour and can wrestle, that his hand-to-hand combat will be outstanding. Peeta doesn't believe these skills afford him any sort of advantage.
And, while Peeta's ability to be open, to be himself, and to share his sincere feelings enabled him to manipulate the people around him, it also put him in a position where he could easily be manipulated.

What are Peeta's best qualities?

Gale is jealous of Peeta and the relationship he has with Katniss, and he wants Katniss to decide between them, though he doesn't press Katniss during her recovery in District 13. Gale is an excellent hunter and excels at setting snares and traps.
He was impressed with her use of a bow and her strength in taking care of her family and standing up for others. While Katniss saw him giving her burned bread when she was starving as Peeta looking down on her, he saw the situation as helping someone he admired stave off starvation.
Peeta, however, knows that the Games can change people, and he wants to at least die as himself. He wants to, in some way, rebel against the Capitol and show them that they don't own him, making the reader wonder how he might choose to do this in the Games.
Katniss Fell in Love With Peeta During the Quarter Quell
By then, they had gone through two games together. To Katniss, there was no one other than Peeta who could truly understand her nightmares and could protect her and soothe her. Losing Peeta made her see what she had failed to see.
Peeta is most certainly a kind and truthful person. Peeta's kindness is shown throughout the book, mainly because of Katniss. The things he is willing to do for the people he loves are undoubtedly courageous. For example, on pages 28–32, Katniss talks about the time Peeta gave her hope during a time of despair.
Johanna clarifies, stating that Peeta has turned into his evil mutt identity given the way he verbally attacks Finnick and Katniss. Gale even sees a bit of himself in how Peeta acts and speaks.
Peeta's interview. The night before the Games, Peeta and Katniss talk on the rooftop about the horrors that await them in the arena. Peeta admits that he does not believe he has ever been a contender in the games; he merely wants to die as himself and show the Capitol that he is "more than just a piece in their games."
She's the mockingjay. The tributes kept Peeta alive in the arena because they knew Katniss wouldn't cooperate with the rebels if he died. He informs her that Peeta, Johanna, and Enobaria were picked up by the Capitol. Katniss attacks Haymitch, scratching his face badly, before she's quickly sedated.
Peeta thanks Katniss for finding him and she says that he would have done the same. He talks about what Katniss should do if he doesn't make it back. She's worried that he might die, and to keep him from speaking of such things, she kisses him.
He has recognized all along how the Capitol uses tributes as pieces in their Game. Captured by the Capitol at the end of the Quarter Quell, Peeta gets turned into his greatest fear: a piece in the Capitol's Game to be used against Katniss.
SPOILERS!!!!! In the end of the first book peeta had his leg cut by cato but then when he hid he covered himself with mud and stuff to camouflage and it got hella infected but Katniss found him and took care of him but then his leg got torn up by mutts yada yada yada blah blah blah we already knew this.
Katniss here's this and understands that even though she may not love Peeta (then) that it's one less person who has to die. (At least that's what I have always thought.) Katniss realizes that if she pretends to be in love with Peeta people will want the capitol to let them survive.
It's only implied that they get it on via snuggling and other affectionate acts in close quarters — but if you have read the book, they really imply that they took their relationship to the next level.

In fact, Katniss comments several times that he's the kind one out of the two of them. Even though he goes through a lot, he remains tender, considerate, and loving. While Gale isn't a bad person, he lacks Peeta's easygoing and softhearted personality, which ultimately is what Katniss admires the most about Peeta.
