The Time Variance Authority (TVA) is a fictional organization appearing in American comic books published by Marvel Comics. It is depicted as a group of timeline monitors tasked with preventing certain timelines that are deemed too dangerous to the Multiverse from existing.
The TVA is kind of both hero and villain, depending on your perspective. He Who Remains tells Loki the TVA is good because it's keeping out Kang variants and preventing multiversal war from happening.

So my theory is kang made TVA while he was stuck in quantum realm either to contact ant man or to use TVA to eventually get out of the quantum realm.
Perhaps at some point in his past, Thanos crossed paths with the TVA or heard about them in some way. However he found out about them, he would have discovered the sacred timeline and could well have seen the Snap in his future.
Loki's first season established the TVA as a place outside of normal time and space. He Who Remains and his servants didn't age over eons inside the Machiavellian bureaucracy. Mobius wasn't even sure exactly how long he'd been protecting the Sacred Timeline, since “time moves differently” at the TVA.
