Many fans have argued that, since Elsa is the fifth spirit, then the voice she hears is really her own. Disney and the makers of Frozen 2 have put an end to the debate, however, by confirming that the voice really is Iduna's.
Elsa is a young woman in Frozen and the voice actress wasn't sure if the character was really going to sound like a young woman coming into her own the way she had previously sung “Let it Go.” So she decided to sing the song higher in order to give her voice a more youthful feel.
According to Iduna, Ahtohallan is considered a spirit and is the "mother" of all the other spirits. According to Iduna's notes, Ahtohallan is the source of the magic in the Enchanted Forest as well as those of the spirits, including Elsa's powers.
The simple version is that her ice powers were a gift from the spirits, bestowed on her because of the actions of her mother, Queen Iduna, in saving her father, King Agnarr, during the battle between the people of Arendelle and Northuldra.
She died and was reborn to take on her true form like has happened in so many stories before. With that transformation, Frozen 2 has made Elsa an immortal spirit now. Like how Frozen 2's other four spirits appear as animals but more than just that, Elsa still appears human but is more than just that.
It has a slot for November 2024 and November 2025 for “untitled Disney animation”, according to Business Insider. Again, assuming that Frozen 3 is following the same release pattern as its predecessors, it's safe to bet that it will be released November 26, 2025.
The implication, and it's only ever just that, is that Elsa and Anna's mother is herself somehow attuned to the magical forces such that Elsa was given the gift of superpowers. Throughout the episode, Elsa's narration is used to fill in the gaps of what has happened to the Dutton clan in the four decades that have passed since the events of "1883."
While the voice was calling Elsa to reveal her past to her, it was ultimately revealed that Queen Iduna (Evan Rachel Wood) - Elsa's mother - had a lot to explain as well. This, coupled with the reveal that the call was Iduna all along, means Elsa was hearing the voice of her long-lost mother.

In the first Frozen movie, Elsa's age was 21, while Anna was 18. Considering Frozen revolved around Elsa's coronation, it's refreshing to see that Arendelle waited until she was a more appropriate age to receive the queen title. Elsa discovered that the call was used by Iduna to summon the Wind Spirit to save Agnarr. Elsa also discovered other memories of her mother, from Elsa's own childhood and those that took place before she was born.
Elsa explains that she and Anna are the bridge between the people and the magical spirits. Anna then becomes Queen of Arendelle; Elsa becomes the protector of the Enchanted Forest, who visits Arendelle since peace has been restored.
From a positive perspective, Elsa was born with powers because the spirits wanted to honor Iduna's actions, but from the opposite viewpoint, the spirits may have given Elsa uncontrollable ice magic as punishment for the actions of Agnarr's father, King Runeard, who killed the Northuldra leader and built a dam to ...
The fact that granting Anna powers would invalidate or at least muddle the spirit-human bridge concept is only part of the issue. Aside from the logistical problem it poses, a sudden manifestation of magic in Anna would also take away from the beauty of her character.
Honeymaren, a member of the Northuldra tribe who was trapped in the Enchanted Forest by the curse, could return for Frozen 3 as Elsa's girlfriend based on the two characters' shared chemistry.
There hasn't been any indication that Elsa will have a girlfriend in Frozen III. That said, some fans have theorized that Honeymaren, a member of the Northuldra tribe, will be Elsa's girlfriend in the next Frozen film. Honeymaren was introduced in Frozen II as a resident of the Enchanted Forest.
