Despite the enormous and enduring success of Jeri Ryan's character, Kate Mulgrew believed that the inclusion of Seven of Nine – with a skin-tight costume and deliberate sex appeal – undermined Captain Janeway and Mulgrew's view that Star Trek: Voyager should succeed on its own merits.
No matter how they came together, and despite how many times their struggles were seen from a man's point of view, Janeway and Seven of Nine set a surprising standard for relationships between two strong, successful female characters. They had vastly different worldviews. They didn't even really get along.

Why is Chakotay not mentioned in Picard?
A Chakotay cameo would, therefore, have distracted from the overall story of Admiral Jean-Luc Picard (Patrick Stewart) confronting the trauma of his past. Chakotay being at the head of a fascist government also doesn't fit with his character, as he was a member of the Maquis, which fought against Cardassian oppression.
In that future, Seven was killed on a mission in 2381 and Chakotay died in 2394. The series finale left the couple's future open-ended; however, this storyline hasn't been mentioned in any follow-up iteration of Star Trek, including Picard and Prodigy.
Kate Mulgrew's opposition to Seven of Nine as a character led to Mulgrew treating Jeri Ryan poorly on-set, and a rumored feud arising between the two actors while Star Trek: Voyager was in production.

Although Kate Mulgrew's commitments to Star Trek: Prodigy prevented her from appearing in Star Trek: Picard, Janeway was mentioned throughout the spinoff's three seasons.
After the miners retreat, Neelix returns to Voyager. He is distressed that he must leave Dexa and her son, Brax, and his fellow Talaxians on the asteroid. After a bit of soul-searching, he decides that Voyager will be all right without him, and he joins the Talaxians on the asteroid.
The Rock played the Pendari Champion in Star Trek: Voyager season 6, episode 15, "Tsunkatse". The Voyager episode centered on a visit to Norcadia Prime, which held a brutal fighting competition known as Tsunkatse.

“I was offered an episode (first 2 then1) in Picard, but I simply did not like what they had written for Chakotay so I turned them down,” wrote Beltran. “I won't go into detail, but I have no animosity toward the Picard producers at all. [Star Trek: Prodigy] offers a Chakotay that I AM enthusiastic about.”
