At EPCOT, Anna and Elsa have their own meet-and-greet location at the Royal Sommerhus in the Norway pavilion. You wait in one line and then meet both of them separately.
The only place where you can actually meet Anna and Elsa at Disney World and take a pic with them is at Royal Sommerhus, also located in the Norway pavilion at Epcot.

Anna and Elsa spend every day at Princess Fairytale Hall in the new Fantasyland inside the Magic Kingdom. With the My Disney Experience planning system, you can reserve a guaranteed meeting with the sisters with FastPass+ even before you leave home.
Whilst you can't meet the sisters personally for a photo with them, you can see them loads of times and quite close up if you follow behind their carriage along the parade route in A Royal Welcome.

There hasn't been any indication that Elsa will have a girlfriend in Frozen III. That said, some fans have theorized that Honeymaren, a member of the Northuldra tribe, will be Elsa's girlfriend in the next Frozen film. Honeymaren was introduced in Frozen II as a resident of the Enchanted Forest.
