Annihilus. Starting out as a Fantastic Four villain, Annihilus evolved into a top-tier villain when Marvel launched the Annihilation crossover story. Leading an army called the Annihilation Wave, Annihilus posed a danger to all life in the universe, forcing even Thanos himself to align with the heroes.
Marvel Studios may recast Kang the Conqueror in the MCU amidst Jonathan Majors' arrest, potentially replacing him with John Boyega, Will Smith, or Chukwudi Iwuji. Because of his understanding of time travel, the theory states, Kang is fearful that Iron Man could take him down. It is possible that He Who Remains set up the flow of time in a way that Tony Stark died while fighting Thanos, giving Kang the opportunity time to invade.
However, in the MCU, Shang-Chi has more powers than just self-control. He has his own father's Ten Rings, and those can match Kang's weapons when it comes to pure power. With his access to these weapons, Shang-Chi vs. Kang could be a great battle.
History. Dormammu allied himself with Baron Mordo, Abomination, Cobra and staged an attack against their former master Kang the Conqueror, several years after Kang had conquered the world. Kang found himself unable to defeat Dormammu and fled back to prevent the formation of this reality.

There actually is a perfectly good reason for why he isn't as dangerous and powerful as he was set up to be in Loki. As stated above this Kang is an exile, stripped of his powers and resources. Quantum Realm exists outside time so he can't manipulate time, and without the multiverse engine his ship is useless.
