Rue, as Katniss has noted since she first saw her, reminds Katniss very much of Prim, her little sister. She reminds Katniss of home, and she also provides the companionship Katniss has been missing without Peeta or Gale.
Also, Rue reminded her of the promise she made to Primrose to win because she made the same promise to Rue. They foil eachother meaning they are like characters. They are very much the same. Rue reminds Katniss why she is there.
Rue was a shy, yet experienced participant from District 11. The two immediately knew they could trust each other: from Rue's part, she saw the figure of the Mockingjay in Katniss, and as for Katniss, Rue warned her about the nest of tracker jackers, probably saving her life.
Katniss gravitates toward Rue right away, not just for her resourcefulness but because she reminds Katniss of her sister Primrose (Willow Shields). Katniss's story is interesting when compared to the Hero's Journey formula because she answers someone else's Call to Adventure.

Who does Katniss blame for Rue's death?
Rue dies and Katniss realizes just how much she hates the Capitol for doing this to Rue, for doing this to all of the tributes. She wants revenge on the Capitol and wonders if there's a way for her to do it.
Her alliance with Rue serves her well, especially once the two of them start swapping knowledge and supplies. Not only does Katniss trust Rue, but she also sees some of Prim in her, too, which is a welcomed reminder of home.
Rue teaches Katniss her song for the mockingjays. There are mockingjays all over the arena, and she says if Katniss hears the song she'll know Rue is okay. Katniss makes her way to the Careers' camp and hides where she can observe without being seen. There are four tributes, including Cato and a boy from District 3.
She takes stock of the other remaining tributes, recognizing Thresh, Cato, and the girl from District 2 as her biggest threats, particularly Cato and the girl from District 2 since they also benefit from the two-tribute survival rule.
Rue's dad doesn't start a riot in District 11 after his daughter's death. Haymitch doesn't convince the Game Maker to change the solo victor rule. The film annexes the briefly mentioned characters Madge Undersee, Mayor Undersee, Greasy Sae, and Venia.

Could Rue have potentially survived the Games, had she not made an alliance with Katniss? Shadows n Secrecy Rue could survive perfectly fine on the fruits found around the arena since she's got good plant knowledge.
Rue's similarities to Prim continue to remind Katniss of home and make her worry, not only for her sister, but also for this young girl who doesn't stand a chance against the larger and much more vicious Career Tributes. A link between Katniss and Rue is established in this chapter, one that will grow later.
Katniss takes comfort in Rue's presence and tries not to think about the fact that they can't both win the Games. She starts plotting ways to destroy the Careers' food supplies, knowing that they don't know how to be hungry like she and Rue do.
In the 74th Hunger Games, Clove was the only Career tribute who came close to killing Katniss twice — at the Bloodbath and at the Feast, and certainly seemed to have a deep hatred for her, perhaps because Katniss received a higher score than her.
He's definitely a traitor to the Capital. During his games, he used the force field around the arena to his benefit. The Capital viewed this as an act of defiance so they punished him by killing his loved ones. He was in cahoots with D13 and the rebels during the 75th games to help the rebellion.
Toward the end of the novel, Katniss realizes that Haymitch has been keeping information from her and using her to help the rebellion, causing her to feel extremely betrayed. On the other hand, his goals are generally good ones.
As the girls forage for food, Katniss learns more about Rue: she is the oldest of six kids and loves music more than anything else in the world. Rue sings with the mockingjays in her district, who carry musical messages for her and spread them around the orchard.
Peeta used the dyes to paint a picture of Rue after Katniss covered her with flowers when she died. He says he wants to hold them accountable for killing Rue, and Effie tells him that that kind of thinking is forbidden. Katniss then tells the team she hung a dummy of Seneca Crane.
Who is the first tribute that Katniss actually kills?
Katniss kills Glimmer, Marvel, and Cato in The Hunger Games. Glimmer's death occurs by chance. Katniss drops a tracker jacker nest on the Career Tributes' camp while they are sleeping, and Glimmer is stung to death before she can get away. Marvel is the first person that Katniss intentionally kills.
Before the Capitol battle, Gale had explained to Katniss his series of bombs designed to feed off human compassion: a small bomb would go off, and then when medical aid rushed in, a second bomb would go off, killing those people as well. Incidentally, it's this exact type of bomb that took Prim's life.
Peeta painted Rue's picture to hold the Gamemakers responsible for her death. Seneca Crane was the previous Head Gamemaker, who was executed for allowing two victors. Katniss painted his name on a dummy and hanged it to warn them that they're not safe and the same thing could easily happen to them.
Katniss searches for Rue, and when she hears the mockingjays singing Rue's song, she knows that Rue is nearby and has been singing recently. Katniss sings the song back to the birds and they respond. Then she hears Rue scream. Katniss, disregarding her own safety, yells Rue's name and sprints into a clearing.
