Evil Emperor Zurg (voiced by Wayne Knight): The main antagonist of the series and Buzz's archenemy. Rules an empire on Planet Z, and wants to rule the entire universe while destroying Star Command. Zurg often takes any opportunity to eliminate Buzz. Most of his subjects are robots.
As you may recall, in Toy Story 2 there is a scene in which Zurg tells Buzz he is his father, in a nod to Luke Skywalker and Darth Vader from Star Wars. But in Lightyear, it is revealed that Zurg is an older, alternate version of Buzz.
Beneath his mechanized suit, Emperor Zurg turns out to be none other than Buzz from another timeline, an older, embittered version (voiced by James Brolin) from a future that's figured out how to use Buzz's fuel to travel through time.
It is later revealed that Zurg is actually the 50-year future self of Buzz Lightyear, wishing to time travel back to the past to prevent his crew from ever landing on the planet.

So when artist Ken Mitchroney was tasked with creating Zurg for Toy Story 2, that little speech was all he had to go on. “I wanted him to represent all the different types of evil bad guys out there,” Mitchroney tells Inverse.
An alternate universe version of Emperor Zurg appeared in the Buzz Lightyear of Star Command cartoon series, where beneath the mask is an evil Buzz Lightyear.
In the post credit scene, Zurg's robot suit is shown drifting through space, undamaged, but seemingly inactive. However, the eyes on Zurg's robot suit suddenly power on, indicating that he survived the explosion after the fight with Buzz.
It is still a mystery to which species the evil emperor belongs. He appears to be some sort of cyborg or fully artificial lifeform, though this has never been confirmed (or denied).

Super Strength: Zurg has demonstrated above-average levels of strength, able to destroy machinery with his bare hands, although it is unknown if this strength is natural or the result of his armor.
Lightyear appears to be much more grounded and mature, so designing Zurg as a giant robot influenced by Japanese mecha is an excellent way to give him the status needed to be a "final boss" character for Buzz to defeat to save the day.

Buzz's relationship with Jessie is only hinted at the end of Toy Story 2 when Buzz became instantly lovestruck with her looks and her adventurous personality. Jessie immediately returns his compliments by describing him as the sweetest space toy she has ever met.
Zurg's character appears to draw from Darth Vader, a main villain in the Star Wars original trilogy, with a similar voice, appearance, and set of mannerisms.
Zurg's powerful canons are built for blasting through the hulls of spaceships, meaning even the most heavily armored Fractured stand little chance against him.

Instead, the movie delivers a twist that this older Buzz that is in Zurg's robotic suit is just that: an older Buzz. He's a Buzz that unwittingly travelled into the future to fix the hyperspeed crystal, but when he returned, he was criticised by Commander Burnside for his actions.
Trivia. Lightyear's incarnation of Zurg is also an evil Buzz from an alternate future that has assumed Zurg's identity and traveled back in time to prevent the crash that marooned Buzz's colony on Tikana Prime even at the cost of damaging the space time continuum.

As you may remember, the big Zurg reveal in Lightyear is that Buzz himself is the man underneath the giant robotic helmet. Voiced by James Brolin, this alternate version of the space ranger is one that has been to the far future and amassed advanced technology in an attempt to change the past.
Buzz Lightyear's age is not specified in Toy Story 4. However, as a toy, he is not subject to the aging process like humans. He remains the same age and in the same physical condition throughout the entire series of movies. So, whether Buzz is "old" or "young" is really a matter of perspective.
So, the movie explains that the Alien Ship, Zyclops and Zurg Suit are Alien in origins, they look a lil' more advanced and "futuristic" than Human tech, they have Alien letters on 'em and so on.
