Created by Mark Waid and Mike Wieringo, the One-Above-All debuted in Fantastic Four #511. It is the supreme ruler of the Marvel Multiverse, and the ultimate source of everything good in every realm.
One Above All is mentioned in the Appendix glossary of the Official Handbook of the Marvel Universe, described as "the entity believed to be the supreme being/creator of the Omniverse".
In the comics Celestials are much more powerful. Like just below Galactus level. The Celestials created the Eternals and the Eternals are on par with the gods. The Celestials threatened to just close the openings between the various god-dimensions (Asgard, Olympus, etc.)

Who are above gods in Marvel?
Their origins lost in the mists of antiquity, Those Who Sit Above In Shadow are the gods of gods, celestial beings living in a shadowy dimension who drew sustenance from the Norse gods undergoing a perpetual cycle of Ragnarok, death and rebirth.
No one can defeat The One Above All, he is the supreme being in Marvel and a supreme being cannot be defeated, only stalemated. Plus The One Above All is the comic book incarnation of Jack Kirby and also represents the writers so he is quite literally beyond fiction.

Wanda was considered to be the Nexus Being of Earth-616, but there were still forces far more powerful than her. Perhaps the most obvious character that was more powerful than the Scarlet Witch was the One Above All, who acted as the "god" of the Marvel universe.
Sadly, One Above All has weaknesses that make him vulnerable against his foes. He has even been beaten by Thanos, as his existence does not let him hurt or kill things. Hence, he's an easy kill for Kratos and wouldn't be able to match his rage and destruction.
