Marvel has seemingly confirmed that Doctor Doom is smarter than Iron Man. In Avengers: War Across Time #2, the team visits the Fantastic Four's headquarters in the Baxter Building, seeking a way to travel through time–and there they find Doctor Doom's infamous time platform.
Doctor Doom is pretty much Iron Man's superior in every way. His armor may look archaic but it can drain the power from a god and allow Doom to use it. He's one of the most learned sorcerers on the planet. He has a wide knowledge of biology and understanding of human superpowers.
Abilities. Super-Genius Intelligence: Van Damme held multiple doctoral level degrees and an IQ of 198. Doom was a child prodigy and scientific genius though unlike Richards he approached science as an art rather than as a system.
Doctor Doom also shows a bit of respect for Tony Stark, a man he worked with several times during their trips to the past. Doom even pretended to be Iron Man for a time while Stark was missing, showing how it was possible for him to be a force for good.
With the Avengers on his side, Cap has always been able to defeat Doom. Doom, for his part, actually has a lot of respect for Cap. They are both patriots who will do anything for their people, even if Doom is way more self-aggrandizing than Cap.
Hulk and Banner are two distinct entities. Banner remaining inside of Hulk doesn't change Hulk's IQ. Which Hulk? If we're talking Savage Hulk, I'd put his IQ right around 99 on the Current “Wechsler IQ Classification” scale.
With scientific genius, an unquenchable lust for power, and a towering ego, Victor Von Doom has forged himself into one of the world's greatest villains.
According to the character description, He stands about 6 feet 10 inches (2.08 m) tall and weighs 1000 pounds (450 kg) in armor; without it, he stands 6 feet, 8 inches (2.03 m) tall and weighs 360 pounds (163 kg).
Realizing that Doom's armor was powered by a battery, Thor held off Doom until the suit's power finally ran low, forcing Doom to retreat. Doom had one last meeting with Norman and his Cabal, but still refused to side with Norman. To show off his power, Norman unleashed his 'secret weapon' on Doom and defeated him.
Likewise, with the resources at the two character's disposal, it would definitely be a very close fight. While Doom may fancy himself a god at times, Batman is notorious for taking down gods, making it easy to see how Batman could still achieve victory over Doom.
Victor Von Doom believes he is the smartest man on the planet and has stated more than once that he is smarter than his greatest rival, Reed Richards. However, Doctor Doom made mistakes in his early scientific research, which Richards pointed out to him. Since that time, Doom has always strived to one-up Richards.
Along with being a genius scientist and inventor, Doom is also a very powerful sorcerer. He was primarily taught by Tibetan monks, his power later increased to a considerable extent due to tutoring from his lover at the time, Morgan le Fay.
Although he is an extremely skilled marksman, Clint Barton is often considered to be the weakest member of the team seeing as he's just a regular guy with a bow and arrow. That certainly means that Hawkeye one of the weakest Avengers.
Given the changes to testing across the decades, it is also tricky to compare scores achieved at different times. Theoretically, there is no limit to IQ scores. 200 is often seen as the theoretical peak score but some people have shot past that number.
A highly-tactical thinker, Loki is able to manipulate opportunities and events in his favor; his cunning mind far exceeding Thor and Odin's. Loki, an expert combatant, typically wields throwing knives and other small blades.
Scientific aptitude and knowledge. Apart from his physical abilities, Peter is an intellectually-gifted scientific teen genius and has a prodigious aptitude in the physical sciences, with a high IQ level of around 250.
Genius-Level Intellect: Even in his youth, Thanos was deemed a genius among his kind, despite his deformation. His long life allowed Thanos to refine his intellectual aptitude to the highest degree, making him exceptionally intelligent.
It would be a stalemate or Doomsday would eventually win. Because while Thanos is the bigger threat, there isn't anything he can do to beat Doomsday. All of his attacks will only increase the monsters strength. And while Doomsday could throw Thanos through the city all night, it won't effect the Titan in the slightest.
Iron Man and Doom go on to tangle many times over the years and while Doctor Doom is never able to defeat the Armored Avenger, he still takes him down to the wire.
A bloodlusted Superman would likely defeat Doom in a first encounter. However, any encounter beyond that would likely result in a win for Doom, as he'd prepare for a fight against Superman after a loss and a prepped Doom is usually a triumphant Doom.
