Assistant Mayor Bellwether is the main antagonist of Disney's 2016 animated feature film Zootopia. A scorned sheep, her ultimate goal is to supplant the position held by Mayor Lionheart and create a new order where prey animals dominate the predators.

What does Judy call Nick in Zootopia?
The film ends with Nick taking up Judy's offer to be her partner and becomes the first fox in the ZPD. While on patrol together they playfully banter with Nick calling her a "sly bunny" and Judy calling him a "dumb fox".

Why is mayor Bellwether wanting the predators to turn the prey?
Bellwether is tired of being underestimated and underappreciated by predators who are always in power showing “a grudge against what she saw as an unfair system” (Hassler). She wants to make a world where preys dominate predators.
The person serving as the real antagonist, the one preventing her from getting what she wants, is Maui. Some might call him a deuteragonist, but I think he's enough in Moana's way to call him the biggest hindrance to the hero's journey.

Nick graduates from the police academy and becomes the first fox officer on the force, and Judy's new partner.
Zootopia 2 is confirmed and will be released on November 26th, 2025. The sequel may pick up years later, following Nick and Judy as seasoned partners in crime fighting. The returning cast for Zootopia 2 is uncertain, but it could feature a new ensemble of characters.
