Waternoose III (also known as Mr. Waternoose or simply Waternoose) is the overarching antagonist of Disney/Pixar's 2001 animated feature film, Monsters, Inc. He is a fat crablike monster who is the CEO of the titular company, Monsters, Inc.
After his blundered performance at the end of the Scare Games (which presumably got him kicked out of the RORs), Randall gained an enmity towards Sulley, vowing it would be the last time he ever lost to him. In Monsters, Inc., Randall is greedy, ruthless, sneaky, short-tempered, competitive, and overall evil in nature.
Though Mr. Waternoose genuinely liked Sulley and Mike because of their successful teamwork, he was only driven to villainy out of desperation to keep Monsters, Inc. afloat in the midst of the energy crisis, as well as due to stressful financial problems and his responsibilities as CEO.
During the last part of the scare Olympics, Sulley roared so loudly that Randall was knocked to the ground, causing him to botch his routine. As a result, Randall was expelled from Roar Omega Roar and developed a hatred for Sulley, noting that it would be the last time he lost to him.

A shocked and enraged Sulley asks Waternoose if kidnapping children is worth saving the company, to which Waternoose declaring that he'll kidnap a thousand children to save the company and end the energy crisis, and that he'll silence anyone who gets in his way.
He kidnapped nearly every child, considering the files he has on them, and interrogated them. According to The Theorizer, he also extracted information from adults, which is why he knows so much about the human world. Waternoose killed kids himself, kidnapping them and using their screams to power the city.

Shane sneaks into the barn, and takes Randall at gunpoint out into the woods, supposedly looking to join Randall's group. There, he breaks Randall's neck, killing him, and then smashes his own face against a tree and hides his gun. Shane returns just as Randall's absence is discovered.

Another reason why Randall chose Boo is because he did NOT, contrary to what some people believe, design the machine to kill or permanently harm human kids. What would be the point in doing that, knowing that human kids, disgusting or not, are still vital to Monster World economy?
