Argus Filch was a Squib and the caretaker of Hogwarts School of Witchcraft and Wizardry since around 1973. Filch usually wandered around the school corridors with his cat Mrs Norris, trying to catch students breaking the school rules and complaining about Peeves the Poltergeist.
The Harry Potter series tells the story of a young boy who grows up to be a wizard. He is hunted by a man described in the books as the most evil wizard, Lord Voldemort.
Filch has always been considered a villainous character in the Harry Potter series, as he's often delighted to catch Harry and his friends breaking the rules.
Decades of being around wizard students who reminded him of his inability to produce magic made Filch a bitter man who enjoyed punishing students, almost as revenge for his shortcomings. Dumbledore hired Filch as the Hogwarts caretaker, back in 1968.

Harry describes Umbridge to Sirius Black, saying that she's vile enough to be a Death Eater, despite not being one. Umbridge is also depicted to be a prejudiced person, despising half-breeds and Muggle-born witches and wizards to the point of firing Hagrid due to his half-giant birth status.
Filch was reportedly miserable, as he thought Umbridge was the best thing that ever happened to Hogwarts. Umbridge's Educational Decrees were abolished, as well as her Approval for Whipping, as Albus Dumbledore was reinstated as Headmaster.
Although Ron was never a true villain, he had an antagonistic streak that made him similar in terms of attitude to the characters in the Harry Potter series.
Harry was the most outspoken, which often landed him in trouble. She steadfastly stuck to the Ministry line that Voldemort had not returned and that Harry Potter's claims were only to get attention for himself.
Apparently, Umbridge's mother was a Muggle and her brother was a Squib – a source of huge embarrassment for the family. Perhaps their abandonment and retreat back into the Muggle world had such a huge impact on Umbridge that it became the catalyst for her Muggleborn-targeted cruelty later on in life.

Peter Pettigrew (a.k.a. Wormtail) is one of two Death Eaters known to have been in a House other than Slytherin (Gryffindor) while at Hogwarts. There, he was a close friend of Sirius Black, James Potter, and Remus Lupin, although he was the least intelligent and least talented of the group.
If you have only seen the films, you might be surprised to hear that it wasn't Cho Chang who betrayed Dumbledore's Army to Professor Umbridge – it was Marietta Edgecombe. A friend of Cho's and a fellow Ravenclaw, Marietta (reluctantly) joined the DA.
Although Umbridge was not a Death Eater, and had no direct contact with Lord Voldemort, she showed that she was fairly in line with their goals. This was due to Umbridge's callous nature and her prejudiced beliefs, both of which were similar to Death Eater behavior.
JK Rowling has said it also applies to half-bloods, but no-one ever suggests it applies to Harry, so it must only apply to half-bloods like Snape and McGonagall who had a parent who was an actual Muggle (non-magical person) rather than a Muggle-born.

Professor Rubeus Hagrid (b. 6 December 1928) was an English half-giant wizard, son of Mr Hagrid and the giantess Fridwulfa, and elder half-brother of the giant Grawp. Normally a heroic character, in an alternate timeline created by the meddling of Albus Potter and Scorpius Malfoy, Cedric Diggory becomes a Death Eater and in fact is instrumental in helping to achieve victory for Lord Voldemort and his followers, leading to a dystopian timeline.
