Immediately, Axlerod leaked oil, and pinned the blame on Mater so that no one could find out that he was actually not an electric car. In London, Mater proved to the British Royal Family and police that Axlerod had been leader of the lemons, along with that he was the one who leaked oil.
This implied that Axlerod realized he had leaked oil and blamed it on Mater, in order to hide the fact he's not truly an electric car. This comes back to light when Mater realizes that Axlerod had leaked oil while realizing that Axlerod is the Lemons' mysterious mastermind.
The real villain in Cars 2 is Miles Axelrod. Professor Z and Francesco Bernoulli are both antagonists in the film, but they are ultimately working for Axelrod. Axelrod is the one who masterminded the plan to discredit alternative fuels and promote his own oil-based fuel, Allinol.
Near the end of Cars 2, a bomb was planted in Mater's air filter as a backup plan by the Lemons to kill Lightning McQueen during the final race of the World Grand Prix in London.

Lightning then questioned why the Lemons' EMP camera didn't ignite the Allinol in his tank, to which the spycars had no answer. They all turn to Fillmore, who admitted that Sarge switched his Allinol with Fillmore's organic fuel, hence why Lightning didn't explode.
In Cars 2, it is first believed that Allinol is the result of Miles Axlerod's researches to find the renewable, clean-burning energy source of the future. He believes it's the fuel that everybody should be using. To promote his new product, he organized the World Grand Prix.
