Commander Paylor was the leader of the rebel forces in District 8 during the Second Rebellion. Following the success of the rebellion, she was elected the new president of Panem.
As for Panem's government structure after the events of The Hunger Games series, it was insinuated that Paylor set up a constitutional republic. This allowed the nation, including the encompassing districts, to thrive like they never had in their long history.
Reconstruction. After Panem's second war, Katniss and Haymitch returned to District 12, and Peeta eventually returned as well. A mass grave was dug for victims of the bombing, and a medicine factory was constructed as District 12 began to rebuild.
Those who lived in District 1 were some of the wealthiest citizens of Panem. Tributes from District 1 were known as "Careers" because they trained for years before competing in the Hunger Games, using their wealth and status to become elite warriors and get a leg up on the competition.
To the knowledge of Panem's citizens, District 13 was completely destroyed by the Capitol during the First Rebellion, and it remained inhabitable during the events of the main series. At least, that's what they were led to believe. As revealed in Catching Fire, District 13 was very much up and running.
Finally, Haymitch enters her room and tells her they are going home. As they head back to District 12, Plutarch describes how Snow was killed in the chaos that followed Coin's assassination. Commander Paylor has been voted in as president.
Is Panem the only country left in the Hunger Games?

The 100th Hunger were the 5th Quinquennial Quell and were held in an arena known as "The American Nightmare" and lasted for 3 days. The main events were rotating weather. This year's victor was Tritica MacDonald, aged 17, from District 9.
Devastated and left mentally and emotionally stranded , Johanna spent the next few years in isolation, wallowing in her sorrow and trauma. During this period of time, she served as a mentor for the tributes reaped in her district.
Snow can't stand to see a young woman betray a young man's affection—his view of what happened 65 years ago. And so he takes out his old, festering wound on Katniss.
Snow laughs after Katniss killed Coin because he enjoys the irony of the situation. He avoided the official execution ceremony, even though Panem's citizens still take their revenge on him, while Katniss ends up snatching away the victory and power that Coin thinks she has successfully secured.
Katniss's focus on survival and her family's safety prevented her from fully considering romance, but her feelings for Peeta and Gale diverged in the end. Katniss ultimately chose Peeta because he understood her trauma and she didn't want to lose him, proving her love for him.
Central America was flooded completely, and Mexico was too hot to live in. (Heat made many parts of the world uninhabitable). In Canada, many of the North islands flooded, and people moved to Panem. Parts of canada became district 6 and 7.
Panem's Name Comes From Panem Et Circenses (Bread And Circuses) The name of Katniss' country in The Hunger Games comes from the old Latin phrase "panem et circenses," which translates to "bread and circuses." This describes a government tactic in which the citizens are provided with free food and entertainment.
Caesar Flickerman's fate is never specified in the books or the movies. However, we can make some assumptions. 1 - He was killed by the rebel forces after their invasion of the Capitol. Being a symbol of one of the worst atrocities committed against the district's, he'd obviously be a target.
Peeta, Annie, and Beetee vote no, while Johanna and Enobaria vote yes. After some thought, Katniss demands to kill Snow. Once she receives an agreement, she votes yes, for Prim. Realizing something is up (as Katniss would never do that), Haymitch votes yes, too.
This interaction was so surprising to fans because it's not in the books at all. While, throughout the series, there's some chemistry between the two, nothing ever comes of the tension in Suzanne Collins' novels. Beyond the kiss, nothing happened between the two in the movies either.

In Mockingjay P1, when Coin gathers D13 to announce the tributes full pardon, Katniss observes that there's hardly any children in the district. Prim explains there was an epidemic that killed most of them.
